The EU should enforce the obligation to respect the Rule of Law within its borders

To have any credibility when addressing foreign countries regarding issues of human rights violations, curbs on the freedom of speech and press, democracy and more, the EU must ensure that its Member States meet minimum standards on these fronts too. Current concerns about rule of law infringements are simply being brushed off as 'national matters'. If this continues, how can the EU assume authority to promote democracy abroad? More strict and enforceable minimum standards must be introduced, under clear increasing penalties for non-compliance. If shared values and democracy are indeed a requisite to be a part of the EU, then continued adherence should be a precondition to remain a part of it.

The latest report by Reporters Without Borders shows developments in some EU countries that give cause for concern – our freedom of the press has affected the consequences for democracy. Discuss with us the European Action Plan for Democracy and what everyone can do to strengthen our values in Europe’s future! Eastern Europe: Rule of law in danger?

The situation of democracy and the rule of law in some countries of Eastern Europe has become increasingly public in recent years. Particular attention was paid to Hungary and Poland. But the situation is also worrying in Bulgaria and Romania. It is an attempt by governments to bring the press and justice under their direct control and undermine their independence. This threatens the separation of powers and the balance of forces in the state. Under the EU Treaties, Member States are obliged to ensure the independence of the judiciary and a free press in their countries. The treatment of minorities and the existence of a functioning political opposition also characterise a rule of law. Due to the increasing threat to rule of law principles, the EU has launched stronger mechanisms for reviewing and penalising violations. As Poland and Hungary continue to violate the rule of law, the EU is currently holding back billions of coronavirus aid packages to the two countries. At ‘Europe on Tuesday’, we analyse the situation of the rule of law and democracy in Eastern Europe. The experienced European correspondent Detlef Drewes discusses with guests, among other things, the violation of the rule of law and the consequences. Will the newly introduced EU Rule of Law Report help to make key developments in the rule of law more transparent in the future? How should democratic countries and EU institutions deal with this if EU lawsuits, for example against Poland and Hungary, continue to have little consequences?

As a group of active, young people who want to shape the world around us, we encourage colleagues to join us and express their opinions on how they perceive the current dispute between the Polish government and the European Commission regarding the standards of the rule of law.
The meeting is organized by the Institute for Strategic Studies, the European Commission, Representation in Poland with the participation of the Institute of European Studies of the Jagiellonian University.

Conference-debate: The execution of judgments of the European Court of Human Rights: a key element for the rule of law in the EU

The European Convention on Human Rights, as interpreted by the European Court of Human Rights (ECtHR), is an essential safeguard against the re-emergence of authoritarianism in Europe.
However, there is a serious problem with the functioning of the European Court of Human Rights system: the non-implementation of the Court's judgments. Of the 'leading' judgments of the European Court of Human Rights against EU states over the last ten years - i.e. those which highlight serious or structural problems - 38% remain unimplemented. 75% of the major judgments of the European Court of Human Rights against Hungary over the last ten years are still pending execution, for Romania and Bulgaria the figure is around 50%.
The non-implementation of the judgments of the European Court of Human Rights is a profound sign that human rights, democracy and the rule of law are under threat. European rule of law mechanisms should naturally take this non-enforcement into account. Despite this, the new annual rule of law review refers to only a tiny fraction of the ECtHR's unenforced judgments, focusing on defamation and judicial independence.
On 17th February 2022, from 17.00 to 19.00, EIN will organise in Strasbourg a public Conference debate on the challenges represented by the non-implementation of the ECtHR judgments for the rule of law in the European Union.
It will aim to illustrate the importance of mainstreaming the execution of ECtHR judgments for the rule of law and the protection of human rights in the EU, by giving the floor to NGO representatives active in several European countries. The Conference will also result in the presentation of a Statement by the EIN and its partners for the European institutions to take into account the execution of ECtHR judgments in the review mechanisms of the rule of law in the EU.
This conference-debate will be held in the framework of the Conference on the Future of Europe, in cooperation with the Faculty of Law of Strasbourg University, and in particular the IRCM research institute, and with the support of the city of Strasbourg. The Vice-President of the European Parliament Katarina Barley will be present at the Conference and will take part in our debate.

As part of the LUX Film Days, the Bureau of the European Parliament and the Representation of the European Commission in Luxembourg are organising on 22 April at 19 a.m. in Kinepolis Kirchberg a screening of the documentary “Collective/Collective affair”, a Romanian and Luxembourg co-production which can trigger debates on corruption and the importance of press freedom in Europe. Following the screening, the director and producer Yann Tonnar will hold a debate with MEP Isabel Wiseler-Lima (CSV/EPP), director Alexander Nanau and producer Bernard Michaux (Samsa). Nanau and Michaux will join the debate from Los Angeles ahead of the handover of the Oscars. The Collective/Collective affair is available online from Monday 19 April, 18: 30 until 29 April, 23: 59.

National event of the Sustainable Development Festival dedicated to Goal 16 of the UN 2030 Agenda, organised by the Italian Alliance for Sustainable Development (ASviS) with the Prioritalia Foundation. The event aims to raise awareness of the need to promote access to rights, fundamental freedoms and information by creating a dialogue in which institutions, observers and study centres, civil society organisations and stakeholders meet, highlighting Europe’s role as an outpost and catalyst for universal citizenship rights in the face of the international community. The Festival takes place over 17 days, as many as the Sustainable Development Goals, and constitutes a single great event, widespread and inclusive, designed to mobilise all the population, territories, businesses, universities and schools, institutions, the media to spread the culture of sustainability, also involving Italian embassies abroad and the international community present in Italy: a unique initiative on the international scene to reach millions of people to stimulate an unprecedented reflection on the future of Italy, Europe and the world. ASviS — Italian Alliance for Sustainable Development brings together more than 300 organisations and is the largest network to promote the goals of the UN 2030 Agenda in Europe. Prioritalia is the foundation made up of representative organisations of the Manageritalia and Cida management, it promotes the civil and social commitment of the managerial community in a logic of restitution. He co-ordinates the Goal 16 working group of ASviS activities in 2016.
CITIZEN DIALOGUE WITH YOUNG UC STUDENTS: VALUES AND RIGHTS, RULE OF LAW AND SECURITY

The objective of the Citizen Dialogue on the Rule of Law in the EU is for both UC students and other young Cantabrians to have the opportunity to establish a dialogue with relevant specialists, political representatives, and to express their views and expectations on the area of freedom, justice and security to which the European Union aspires. The fact that this dialogue takes place at the University is intended to serve as a reference for reflection, dialogue and a dynamic element of the immediate environment of young Cantabrians. Within the framework of the Conference on the Future of Europe, the University must create spaces for encounter, connection and exchange from which ideas can emerge that will feed the joint work of building the Europe of the future. This dialogue will be the second of many other events that, from the Ministry of the Presidency, Interior, Justice and External Action of the Government of Cantabria, will be organised to contribute by informing, communicating and discussing the future of the European Union.

The Maison de l’Europe — EUROPE DIRECT Limousin organises a video conference open to all on Monday 31 January at 6.30 p.m. The theme of this exchange time will be: “Are the values of the European Union threatened?”. Faced with the great autocratic powers outside or with so-called illiberal democracies within it, the European Union sees the challenge of its founding values: rule of law, respect for individual freedoms, independence of justice, defence of the rights of women and minorities... While countries that do not recognise these fundamentals are interfering with European debates and branding the threat of military attack by partner countries or the economic sanction of Member States, the representatives of the European institutions claim that the EU will not yield. Between economic imperatives, strategic realities and political foundations, what choices do we really have? An introductory presentation will be proposed by Émilie Chevalier, lecturer in public law at the University of Limoges before giving the floor to the participants. This event is part of the cycle of conferences on the future of Europe, a citizens’ consultation programme organised in the 27 member countries. The ideas and observations expressed during this videoconference will therefore be returned to the European level by the House of Europe.

Violence and discrimination against women and children: against what and how to fight?

The EUROPE DIRECT centre in Marseille and the department of Bouches du Rhône will welcome some 30 participants from the community and operational world on the issue of gender-based violence and against children. The workshop, which lasts approximately 2 hours, will aim to facilitate discussions and exchange of ideas to raise the issues identified by participants regarding violence and discrimination against women and children, and will help to find collective solutions to these problems. The conclusions of the exchanges will be delivered at the end of the event and then transmitted to the CoFe platform, and will be used to promote the draft law condemning the perpetrators of violence and femicide at European level.
