The EU is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights. Adhering to these principles allows for peaceful coexistence in Europe and prevents us from repeating the mistakes of the past. However, some political actors are trying to compromise this effort by seizing more power than they are legally allowed, violating the rights of groups or individuals, limiting the media freedom and undermining the judiciary's independence.
The EU has not been able to respond adequately to this systematic erosion of its fundamental values. The existing measures are slow (the infringement procedure for EU law violation) or ineffective due to unanimous decision-making by the member states (Council voting rights suspension - ‘Art. 7’ procedure). This allows undemocratic forces to continue their business-as-usual, while gradually limiting the fundamental rights of Europeans.
A Review Mechanism on Democracy, Rule of Law and Fundamental Rights (DRF) should be introduced, including:
- an annual evidence-based scoreboard on the state of DRF in all member states developed by an independent expert panel;
- country-specific recommendations adopted by the European Commission based on the scoreboard;
- preventive and corrective measures adopted by the European Parliament and the Council by qualified majority, to be put in place within 6 months after the adoption of the recommendations if the latter are not respected.

Veranstaltung des Europe Direct Dortmund: Ferdinand von Schirachs Buch “Jeder Mensch” skizziert neue Rechte für jede:n europäische:n Bürger:in: Die Charta der europäischen Grundrechte soll erweitert werden. Promoting and protecting the rights of national and ethnic minorities as a key to a successful European future

Europe in the 21st century cannot prosper without the rights of the 400 national and ethnic minorities, numbering nearly 40 million people, not being guaranteed the rights to the highest European standards. This issue is particularly relevant in the Western Balkans, given the history of the region, which has been marked by numerous conflicts sparked by ethnic intolerance. The conference will attempt to provide a comprehensive overview of the current state of play regarding the protection of national and ethnic minorities in Europe, reviewing the activities of relevant European organisations (EU, CoE, OSCE) and the challenges of minority protection in Montenegro in the light of these. The event would also provide an opportunity to take stock of the work of the Hungarian Presidency of the Committee of Ministers of the Council of Europe, which ended on 17 November 2021, regarding the promotion of the rights of national and ethnic minorities and to reflect on the possible implications of this work for the EU's minority protection activities. The program is organised with the assistance of the EUDEL in Podgorica and targeting the minority experts of the state administration, academia and civil society, plus the diplomatic community of Montenegro.
The language of the conference will be English, but interpretation will be provided in Montenegrin. CONTEXTO:
El Tratado de Lisboa recoge como valores fundamentales de la Unión Europea el respeto a la dignidad humana, la libertad, la democracia, la igualdad y los derechos humanos y establece que la Unión tiene como finalidad promover la paz y el bienestar de sus pueblos.
Como consecuencia de todo ello la UE, dentro del marco normativo establecido por el TFUE y teniendo como corolario el catálogo de derechos fundamentales recogido en el mismo, debe dar solución a los problemas que una sociedad en constante crecimiento, multicultural y multirreligiosa, plantear sin que por ello deba desprenderse de su propia identidad. Es imprescindible que, en este sentido, los ciudadanos y los políticos sean conscientes del pasado común que ha construido a la UE, la importancia de las regiones y los parlamentos nacionales en la implementación de políticas públicas y el papel de los ciudadanos en la construcción de esa nueva Europa.
El curso abordará la necesidad del fomento de estos valores para construir una identidad europea sólida que lidere alternativas globales que pongan freno al auge de radicalismos que amenazan la convivencia y los derechos humanos, analizará los retos que se plantean como consecuencia de los factores anteriormente aludidos y tratará de plantear algunas soluciones a los mismos.

Conference-debate: The execution of judgments of the European Court of Human Rights: a key element for the rule of law in the EU

The European Convention on Human Rights, as interpreted by the European Court of Human Rights (ECtHR), is an essential safeguard against the re-emergence of authoritarianism in Europe.
However, there is a serious problem with the functioning of the European Court of Human Rights system: the non-implementation of the Court's judgments. Of the 'leading' judgments of the European Court of Human Rights against EU states over the last ten years - i.e. those which highlight serious or structural problems - 38% remain unimplemented. 75% of the major judgments of the European Court of Human Rights against Hungary over the last ten years are still pending execution, for Romania and Bulgaria the figure is around 50%.
The non-implementation of the judgments of the European Court of Human Rights is a profound sign that human rights, democracy and the rule of law are under threat. European rule of law mechanisms should naturally take this non-enforcement into account. Despite this, the new annual rule of law review refers to only a tiny fraction of the ECtHR's unenforced judgments, focusing on defamation and judicial independence.
On 17th February 2022, from 17.00 to 19.00, EIN will organise in Strasbourg a public Conference debate on the challenges represented by the non-implementation of the ECtHR judgments for the rule of law in the European Union.
It will aim to illustrate the importance of mainstreaming the execution of ECtHR judgments for the rule of law and the protection of human rights in the EU, by giving the floor to NGO representatives active in several European countries. The Conference will also result in the presentation of a Statement by the EIN and its partners for the European institutions to take into account the execution of ECtHR judgments in the review mechanisms of the rule of law in the EU.
This conference-debate will be held in the framework of the Conference on the Future of Europe, in cooperation with the Faculty of Law of Strasbourg University, and in particular the IRCM research institute, and with the support of the city of Strasbourg. The Vice-President of the European Parliament Katarina Barley will be present at the Conference and will take part in our debate.

A mozgalmas három évtized számos változást hozott a V4 tagállamaiban, a legfontosabb fejlemény azonban kétségkívül az, hogy immáron több mint másfél évtizede intézményesen is részesei az európai és transzatlanti együttműködésnek. A nyugati szövetségi rendszer keretei között, az Európai Unió és a NATO tagjaként, a közép-európai összetartozás tudatában kell megtalálniuk a módot arra, hogy élni tudjanak a regionális együttműködés lehetőségével, s így hozzájáruljanak Európa sikeréhez.

Hate Speech- ist wie Luftverschmutzung“, bei dieser Aussage handelt es sich um ein Zitat von Dr. Magdalena Adamowicz, der parteilosen polnischen Europaabgeordneten und Witwe von Paweł Adamowicz, der nach einer Hasskampagne der regierungsnahen Medien 2019 ermordet wurde. Paweł Adamowicz hatte sich als Bürgermeister der polnischen Stadt Danzig (Gdańsk) für ein rechtsstaatliches, demokratisches und buntes Leben eingesetzt. Er erntete für seine Meinungen viel Kritik und wurde oft mit Hasskommentaren überzogen. So wurde er zum realen Opfer von „Hate-Speech“.
Ausgehend von dieser persönlichen Erfahrung engagiert sich Frau Dr. Adamowicz international, um auf das Problem von „Hate Speech“ in und durch Soziale Medien aufmerksam zu machen. Um wirklich Einfluss nehmen zu können gründete sie die Kampagne: „Imagine there´s no hate – Stell dir vor, es gibt keinen Hass“. Seit Juli 2019 ist sie parteiloses Mitglied des Europäischen Parlaments und versucht hier ein Europa als Raum ohne Hass zu verwirklichen.
Zur Durchsetzung ihrer Ziele setzt sie sich ein für:
• die Entwicklung und Förderung von europäischen Ausbildungs- und Aufklärungsprogrammen.
• die Ergänzung der internationalen Menschenrechtskonvention um einen Abschnitt, der Hassreden ächtet.
• die Unterstützung von Menschen, die Opfer von Hassreden wurden.
Die Freie Hansestadt Bremen, möchte als Partnerstadt der Hansestadt Danzig, in Zusammenarbeit mit dem Verein Medien, Bildung, Demokratie e.V. und dem EuropaPunktBremen, Frau Dr. Adamowicz die Gelegenheit bieten, ausgehend von ihrer persönlichen Geschichte im Rahmen einer Veranstaltung mit Vertreter:innen aus Politik, Medien, Pädagogik und Journalismus das Thema „Hate-Speech“ zu diskutieren und Antworten auf die wichtigen politischen, pädagogischen und gesellschaftlichen Fragen zu suchen:

De la prima oră reprezentanții EUROPE DIRECT Buzău au ieșit în stradă și au stat de vorbă cu cetățenii buzoieni despre misiunea și obiectivele EUROPE DIRECT, despre prioritățile și viitorul Uniunii Europene și au împărțit materiale promoționale.
Evenimentul a continuat în sala de conferințe unde reprezentați ai Consiliului Județean, Casei Corpului Didactic, Fundației Comunitare, ai Liceelor și Colegiilor din Buzău și elevi au audiat prezentările făcute de reprezentanții EUROPE DIRECT Buzău.

Evento nazionale del Festival dello Sviluppo Sostenibile dedicato al Goal 16 dell’Agenda Onu 2030, organizzato dall’Alleanza Italiana per lo Sviluppo Sostenibile (ASviS) con la Fondazione Prioritalia.
L’evento intende diffondere consapevolezza sulla necessità di promuovere l’accesso ai diritti, alle libertà fondamentali, alle informazioni creando un dialogo in cui si incontrano istituzioni, osservatori e centri studi, organizzazioni e soggetti della società civile rimarcando il ruolo dell’Europa come avamposto e catalizzatore dei diritti universali di cittadinanza al cospetto della comunità internazionale.

ASviS - Alleanza italiana per lo Sviluppo Sostenibile riunisce oltre 300 organizzazioni ed è la più grande rete di promozione degli obiettivi dell’Agenda 2030 Onu in Europa.
Prioritalia è la fondazione costituita dalle organizzazioni di rappresentanza della dirigenza Manageritalia e Cida, promuove l’impegno civile e sociale della comunità manageriale in una logica di restituzione. Coordina il gruppo di lavoro sul Goal 16 fin delle attività di ASviS, nel 2016.

The second debate will allow to discuss the implementation plan of the Identity Olympics competition. The event also aims to hear about the work of the Kashubian minority for their culture. I also consider it important to discuss a very unpleasant moment in the history of my country when the "Vistula" operation was carried out, where, among others, Lemkos and Boykos were forcibly deported. An urgent matter for all minority groups is to keep their language in use, so I will present my new and existing proposals. The protocol of the event will include a security assessment and an analysis of the development opportunities for minorities in Poland. The leaders of the Kashubian, Lemko and Boyko minorities, despite encountering many problems, expressed their willingness to participate in the discussion, for which I am extremely grateful.

Civil society and elections: experience from around Europe and Hungary

Most countries of Central Europe are in a political turmoil in one way or another. In some one government crisis follows another, in others potentially decisive elections are coming up soon. Naturally, these developments have an impact on civil society, as citizen groups, organisations and movements realise they need to participate and have their say in democratic processes during and beyond elections.
This workshop is organised by Ökotárs-Hungarian Environmental Partnership Foundation with its partners – Civil College Foundation, Hungarian Civil Liberties Union and With the Power of Humanity Foundation - in the framework of a joint project, supported by the European Commission aimed at building the capacity of civil society and facilitating the exchange of knowhow about civic engagement around elections.
The workshop will convene representatives of civil society organisations, movements and groups from around Europe and Hungary to give inspiration and ideas - more specifically to:
- learn and exchange about past CSO campaigns and activism around (primarily) local/regional elections (voter mobilization, candidate forums, election monitoring, etc.)
- find common points and best practices that can be used in future work
- network and make contacts with like-minded organizations

La Maison de l’Europe – EUROPE DIRECT Limousin organise le lundi 31 janvier, à 18h30, une visioconférence ouverte à tous.
Ce temps d’échange aura pour thème : « Les valeurs de l’Union européenne sont-elles menacées ?".
Confrontée aux grandes puissances autocratiques à l’extérieur ou à des démocraties dites illibérales en son sein, l’Union européenne voit la contestation de ses valeurs fondatrices : état de droit, respect des libertés individuelles, indépendance de la justice, défense des droits des femmes et de ceux des minorités …
Alors que des pays qui ne reconnaissent pas ces fondamentaux s’immiscent les débats européens et brandissent la menace de l’attaque militaire de pays partenaires ou la sanction économique d’États-membres, les représentants des institutions européennes affirment que l’UE ne cèdera pas. Entre impératifs économiques, réalités stratégiques et fondements politiques, quels sont les choix dont nous disposons vraiment ?
Un exposé introductif sera proposé par Émilie Chevalier, maître de conférences en droit public à l’Université de Limoges avant de donner la parole aux participants.
Cet évènement s’inscrit dans le cycle des conférences sur l’avenir de l’Europe, programme de consultation des citoyens organisé dans les 27 pays membres.
Les idées et observations exprimées lors de cette visioconférence seront donc restituées, par la Maison de l’Europe, auprès de l’échelon européen.
Colloque "L'état de l'Etat droit en Europe"

Plusieurs intervenants français et étrangers lesquels développeront les thèmes suivants dans le cadre de quatre tables rondes : la question d’une définition commune de l’Etat de droit, la justice comme fondement de l’état de droit, la société civile et l’Etat de droit et les moyens permettant de contrôler le respect de l’Etat de droit.
L’objectif de ces tables rondes est de permettre de poser les questions inhérentes à l’état de l’Etat de droit en Europe, afin de susciter un dialogue avec les citoyens et de proposer des solutions liées à cette problématique grâce à l’intervention, les échanges et les réflexions d’intervenants issus d’ONG, de magistrats, avocats et représentants d’Etats, de journalistes et de représentants du Parlement européen et du Conseil de l’Europe.

Djelatnik LAG Vallis Colapis organzira kratko edukativno predavanje o potrošačkim pravima - kratki osvrt u teroriji s primjerima iz prakse. Fokusirat ćemo se na kršenje prava potrošača, najčešće od strane operatera i banaka, Zakon o zaštiti potrošača, kako i na koji način potrošač treba potražiti pomoć (potrošač je, kao slabija strana, inicijator borbe za svoja prava) te u kojim rokovima. U praktičnom dijelu spomenut će se primjeri prigovora i tužbi. Ovo jednosatno predavanje organizira se na prijedlog jednog od zaposlenika LAG-a Vallis Colapis kako bi educirao kolege/kolegice i volontere/volonterke o (vlastitim) izazovima sa kojima se potrošač susreće u zaštiti svojih prava, a isto će biti potkrijepljeno primjerima iz prakse, praktičnim dijelom - što je sve potrebno i treba biti navedeno (sadržajno) u prigovoru, s primjerima i dokazima. Pokazat će se i primjer Ustavne tužbe Ustavnom sudu, kao državnom tijelu čija je glavna zadaća nadzor nad ustavnošću zakona te zaštita ljudskih prava i sloboda građana zajamčenih ustavom. Naravno, očekivana su i pitanja sudionika. Cilj je potaknuti sudionike na aktivno građansko sudjelovanje te razviti svijest o problemima (pogotovo među mladima u ruralnom području) sa kojima se potrošači susreću, a zaključci će biti proslijeđeni našim zastupnicima u Europskom parlamentu.

Conférence-débat - La prise en compte de l’exécution des arrêts de la Cour Européenne des Droits de l’Homme : Un élément clef pour la protection de l’Etat de droit et des droits humains dans l’Union Européenne

La Convention européenne des droits de l'homme, telle qu'interprétée par la Cour européenne des droits de l'homme (CEDH), constitue une garantie essentielle contre la réémergence de l'autoritarisme en Europe. La non-application des arrêts de la Cour européenne des droits de l'homme est un signe profond que les droits de l'homme, la démocratie et l'État de droit sont menacés. Les mécanismes européens relatifs à l'État de droit devraient naturellement tenir compte de cette non-exécution. Malgré cela, le nouvel examen annuel de l'État de droit ne fait référence qu'à une infime partie des arrêts non exécutés de la CEDH, en se concentrant sur la diffamation et l'indépendance judiciaire. En particulier, les nouvelles procédures de l'UE n'incluent pas une évaluation globale de la manière dont un État met en œuvre les arrêts de la Cour européenne des droits de l'homme.
Cette Conférence-débat, qui verra la participation de la Vice-Présidente du Parlement européen Katarina Barley, aura pour objectif d’illustrer l’importance d’une prise en compte généralisée de l’exécution des arrêts de la CEDH pour l’Etat de droit et la protection des droits humains dans l’UE, en donnant la parole à des représentants d’ONG actifs dans plusieurs pays d’Europe. La Conférence aboutira d’autre part en la présentation d’un Appel de l’EIN et de ses partenaires afin que les institutions européennes prennent en compte l’exécution des arrêts de la CEDH dans les mécanismes de révision de l’Etat de droit dans l’UE.
La Conférence aura lieu en français, avec interprétation simultanée en anglais.

Στη συγκεκριμένη εκδήλωση θα συζητηθεί η σημασία του Χάρτη Θεμελιωδών Δικαιωμάτων της Ευρωπαϊκής Ένωσης ως ενός σύγχρονου εργαλείου κατοχύρωσης και περαιτέρω προάσπισης των ανθρωπίνων δικαιωμάτων από τα Κράτη Μέλη τόσο στο παρόν όσο και στο μέλλον. Στην εκδήλωση θα συμμετέχουν διακεκριμένοι ομιλητές τόσο από τον πολιτικό όσο και από τον επιστημονικό κόσμο, μεταξύ των οποίων ο Υπουργός Επικρατείας Γ. Γεραπετρίτης, ο Υπουργός Δικαιοσύνης Κ. Τσιάρας, ο Αναπληρωτής Υπουργός Εξωτερικών Μ. Βαρβιτσιώτης, ο Υφυπουργός Δικαιοσύνης αρμόδιος για θέματα Ανθρωπίνων Δικαιωμάτων Γ. Κώτσηρας, ανώτατοι δικαστικοί λειτουργοί, Καθηγητές ειδικευμένοι στο αντικείμενο των ανθρωπίνων δικαιωμάτων (μεταξύ των οποίων και ο τ. Πρόεδρος του Δικαστηρίου της Ευρωπαϊκής Ένωσης Β. Σκουρής) και εκπρόσωποι από την Κοινωνία των Πολιτών. Την εκδήλωση θα παρακολουθήσει δια ζώσης περιορισμένος αριθμός νέων νομικών και θα τηρηθούν οι προβλεπόμενοι υγειονομικοί κανόνες.
