Suggestions: — The Commission should not have any discretion, in particular in the conduct of proceedings for infringement of Article 2, and that discretion must be made objective and subject-matter. — The Commission should not withdraw its proposals in EU legislative procedures. — As regards the rule of law procedure, it is necessary to return to the original proposal, which should not be softened. — A more federal (strong) Commission is needed to enforce legal standards. — The Commission does not need to develop new rule of law instruments, and existing instruments and procedures should be used. It is important that sanctions should be fixed and applied in advance if the dialogue-based procedure fails. — Judicial independence in the Member States is essential, without which European legal standards cannot be enforced.
