The ongoing debate on the future of Europe often refers to the need to create European sovereignty in areas where national policies can no longer be effective. Given that sovereignty is ultimately linked to the power to act, it is necessary to address the question of how to make the European government effective in order to be able to implement the internal and foreign policies that Europeans must conduct in a unified manner in order to protect their values and interests. This requires a reform of the Treaties to overcome the current subordination of the functioning of the EU to the unanimous political will of the Member States. With this in mind, the priority reform is to give the EU fiscal power, which must have the capacity to raise resources directly and spend them in the general interest. In this sense, the European Parliament, in co-decision with the Council, should be given the power to impose directly European taxes on EU citizens and businesses. This reform will necessarily have to go hand in hand with a wider revision of the Treaties, addressing the strengthening of EU competences and the alignment of decision-making mechanisms in those areas with the full co-decision of the European Parliament and the abolition of unanimity voting in the Council and national vetoes. A preliminary step towards launching a series of debates and discussions, which will allow citizens across Europe to share their ideas to help shape the future of Europe, this is in a nutshell the Conference on the Future of Europe (CoFe). The CoFe aims to give citizens a stronger role in shaping the EU’s policies and ambitions. It will serve as a virtual forum for an open, inclusive, transparent and structured debate with European citizens on issues affecting them and affecting their daily lives. The Conference will focus on the main themes underpinning recovery and resilience policies identified by the Next Generation EU plan such as health, climate change, social fairness, digital transformation, the role of the EU in the world and strengthening the democratic processes governing the EU. These are in line with the general priorities of the EU and the issues raised by citizens in opinion polls. Ultimately, it will be the participants who will decide which topics will be dealt with at the conference. The Conference paves the way for events initiated by citizens, to be organised in cooperation with civil society and stakeholders at all levels, national and regional parliaments, European institutions, social partners and academia. Their participation in the process is essential to ensure maximum involvement and dissemination. This, and so much more, will be discussed with students, teachers, researchers and citizens at the event to be organised by the CDE at the Kore University of Enna. Professor Francisco Balaguer Callejon (University of Granada) and Professor Fausto Vecchio (Kore University) will be present at the event organised on the occasion of the 2021 Italian CDE network project.

Interactive workshop for 20 boys and girls under 25 on the future of Europe! The discussion will be possible thanks to the mode of the world cafe, a method of confrontation through working tables that mix continuously to foster a good dialogue and new ideas. Rome European Capital — Assembly for the Conference on the Future of Europe

In continuity with the participatory path that led to the Manifesto for Rome, during the campaign for the administration, the Association “For Rome”, the European Federalist/Youth European Federalist Movement — Rome and the Civic Pass — Committee for Rome aim to relaunch and expand the mobilisation of Roman citizenship and civil society to actively contribute to the transnational debate on the future of Europe, through the Conference and its instruments of participation, activated by the EU institutions. The Capitoline Assembly of Rome Capitale has approved a motion that commits the Junta to raise awareness of this debate and to promote city/municipal assemblies on Roman territory. The Roman associations are preparing to inaugurate this path as a first opportunity for all participants, associations and citizens, to make proposals for improvements for the development of European integration and to bring the Community institutions closer to the local authorities; relaunch at European level some proposals already shared in the Manifesto; agree with local representatives, including councillors of Rome Capitale and its Town Halls, how to continue these initiatives together. This will be discussed in person in hybrid format (in presence and remotely) in Rome on Tuesday 8 February, and the proposals that will emerge will be presented to the Conference on the Future of Europe through its dedicated platform https://futureu.europa.eu/. Associations, movements, political/social/cultural forces or ordinary citizens are invited to participate actively! Rome European Capital — Assembly for the Conference on the Future of Europe

This initiative is part of a process of discussion and in-depth discussion on the concept of European capital Rome, which has brought together European and federalist associations active in Rome with associations attentive to the issues of city politics. A Manifesto for Rome European Capital was promoted during the last local elections and on this basis a series of meetings with representatives of Roman civil society took place, following the adoption of a motion by the City Council of Rome on 2 February, which commits the Municipality to hold a city assembly as part of the ongoing work of the Conference on the Future of Europe to collect citizens’ opinions and proposals to improve the governance and policies of the EU. The Assembly of 2 May wants to relaunch this debate on a city scale, thanks to the participation of the Mayor and the collaboration of Rome Capital and Rome Metropolitana, in the organisation of the event. Numerous representatives of Roman associations will be present, who will actively contribute to the topics discussed in the Conference (Climate change and environment; Health; Stronger economy, social justice and employment; The EU in the world; Values and rights, the rule of law, security; Digital transformation; European democracy; Migration; Education, culture, youth and sport). Municipal and municipal councillors will be involved in this process of raising awareness of the European debate. This initiative, which will take place a few days before the conclusion of the Conference, will make the city of Rome the only European capital that offers in collaboration with civil society a meeting moment to share all the proposals from the European citizens of its territory. The event and the results of the Roman debate will be reported in the multilingual digital platform, promoted by the EU institutions, within the Conference.
