A vivid Europe from below: local authorities in the Western Balkan and their vision of a future Europe

The Conference on the Future of Europe currently debates in a wide-spread participative discourse the future of the EU. Unfortunately, the Western Balkan countries have been not included in the debate on how to shape Europe’s future. Municipalities play a crucial role in implementing the concept of European Integration. Our workshop would like to highlight the role of municipalities in European Integration including EU-Macroregional Strategies, discuss the potential of municipalities in the Western Balkan and open a door to communicate the vision and needs of municipalities of the region for a Europe in the near and mid-future.
Event reportThe main findings of the Workshop are: 1. A European Integration without the Western Balkan will remain incomplete; 2. Better governance, transparency and collaboration with Civil Society play a key role for the socio economic development of the region and the success of the EU-Enlargement. 3. In the multi-level governance system of the European Union, the local level plays a pivotal role to bring the European Union to the citizens 4. The local level consists of the local public administration, civil society, business, and other stakeholder. The local level must act in joining forces and capacities from all stakeholders. 5. Local administration is key in fighting corruption and nepotisms and to bring about administrative reforms, transparency, participation, and good governance. 6. Local Governments as the one responsible for local economic development and public services have to be involved in the EU-accession negotiations. 7. The EU candidate states, the EU, the EU member states and all levels of the EU multi-level governance system as well as the local administrations in the Western Balkan must promote and develop EU integration, EU competences and capacities as well as competences and capacities for good governance, transparency, and participation both for state and non-state actors. 8. The Western Balkan countries and especially the citizens in the Western Balkan should have unrestricted access to the proceedings and deliberation of the Conference on the Future of Europe 9. An accession process with the Western Balkan that omits flaws and shortcomings of previous enlargements must include citizens and civil society and the local level (state and non-state actors) as in integral part of the pre-accession phase and the accession itself. 10. Further reflectance of the local level in the accession process of the Western Balkan will harm a fruitful process weaken EU-friendly forces and groups as well as the process itself. The Workshop denanded: Open the Conference on the Future of Europe to Citizens and stakeholders (state and non-state) from the Western Balkan immediately.
