Increased financial resources for Frontex and military operations in Syria will not stop the conflict and will rather extend it and increase immigration. Money alone cannot solve all the problems. Years and decades of financial aid show this.
Military forces can be used to guarantee stability in areas agreed upon by both parties in the conflict. You're right though, more soldiers don't mean stability will arrive sooner. If the rebels were no longer funded they would not be able to carry on with the senseless war that they've in effect lost.
Sanctions against Turkey and any other backers of rebel forces who continue to supply them with military aid would help in this endeavour, this way the monopoly on violence (https://en.wikipedia.org/wiki/Monopolyonviolence) can be restored and peace can be reestablished by the Syrian authorities.
Neo-cons will have to accept they can't just overthrow the leaders of countries on a whim just because those countries aren't democratic but are vulnerable to western led regime change.
It is a truth when states or communities of states believe that military units or assets can restore peace; but the UN Charter itself makes the mistake if it first wants to preserve international peace and security and then seeks friendly relations between nations, neglecting international cooperation to resolve international problems of an economic, social, cultural and humanitarian nature and to promote and consolidate respect for human rights and fundamental freedoms for all, irrespective of race, gender, language or religion. Frontex must have one single task: protect the EU’s borders. Legal migration should take place only through the relevant border crossing points.
