Contribution of the youth of the Universal National Service to the Conference on the Future of Europe 26 June and 1 July 2021 As part of the Universal National Service, the House of Europe Angers & Maine-et-Loire has offered 100 young volunteers present on each site in Maine-et-Loire to participate in the Conference on the Future of Europe on the occasion of two events. The aim of these workshops was to allow volunteers to express themselves freely and to gather all the proposals, some ideas are contradictory. Theme 1: Climate change and environmental protection Transport: Develop and promote public transport and environmentally friendly transport (bike, scooter). Provide financial support to pay for bicycles, scooters, electric scooters, skateboards and other low-polluting means of transport. Develop bike paths between countries. Develop electric cars and install more charging stations, making them financially accessible to the general public. Really wonder about the pollution of electric cars. Use of an electric vehicle that is more polluting than a thermal car recycling batteries? Use of metals, probes? GPS support and autonomy with the obligation of 5G....and at the economic level: expensive to purchase, rent terminals and personal installation, lengthy journeys so ask to consume while waiting for it to recharge...!! In conclusion, encourage electricity in the city but keep the thermal for long journeys. Take more radical decisions on transport and the most polluting activities for all European countries, not only in France. Energy: Control nuclear pollution. Banning coal-fired power plants Reduce the use of non-renewable energy sources (oil, coal, etc.). Developing green energies. Reduce oil trade. Accelerate the creation of offshore wind farms. Protection of natural environments and urban and rural development: Ban pesticides. Combating ocean pollution and deforestation. Reduce boat transport (cruises) and container gates to further protect flora and fauna by avoiding overconsumption. Develop forest reforestation and protection. Protect animals. Do more waste collection in municipalities and beaches. Create green surfaces on large buildings. Making more green spaces in European cities. Set up eco-neighborhoods. Preserve the ocean from pollution. Waste management: Limit plastic Reducing packaging waste on everyday consumer products. Make a real recycling of waste. Remove the plastic as much as possible and replace it with cardboard. Set up sorting bins in all fast food. Fight against overproduction of plastics. Reduce waste by limiting waste. Set up a mandatory waste collection day per year in Europe. Create more recyclable and decomposable materials to reduce pollutant waste. Remove plastic food packaging when not necessary. Consumption, prevention and citizen actions: Empower citizens and young people for day-to-day actions. Motivate citizens to be more responsible for their daily actions. Punish citizens who dispose of waste on land and make more garbage cans available especially in small municipalities. Learn from a young age how to sort our waste well. Increase awareness of sustainable development among young people and the general public. Limit the arrival in Europe of products which do not come from Europe and which are polluting in their production. Making environmentally friendly devices and products (solar panels, etc.) more affordable for citizens. Offer days to collect waste, plant trees or other ecological actions to citizens. Raise awareness of the environment in schools. Increase the price of items purchased online so that citizens prefer local shops to reduce the transport of goods by air. Why eco-products are more expensive than others when there is less transport, less pesticide. Ecology for the rich? Overall measures: Get out of this ultra-capitalist society. Establish real sanctions for countries that do not comply with their sustainable development agreements. Put more rules in place to slow the warming down. Lower the price of gasoline. Make more radical decisions and think about the future and not the economy of a country. Limit the emission of gaseous pollutants from plants. Stop the massive production that heats the soil as well as stop all polluting plants and replace them with 100 % electric plants that do not pollute. On the other hand, do not stop European economic growth and relocate our factories to Europe. A real commitment that would bring together great resources, financial, material... A real promise with significant impacts for a truly sustainable, green Europe that would advance the environmental cause. Prohibit the installation of new online and airport sales surfaces. Comply with the Paris Agreement and climate laws. Forcing countries to become more environmentally responsible by less destroying natural areas by limiting human expansion, stopping coal production Theme 2: Health To provide financial assistance to vulnerable people to enable them to treat themselves. Promote a healthy lifestyle. Give priority to donations to research institutions against orphan diseases. Reduce corruption in medical settings. Establish comprehensive health insurance for all European countries. Halt outshoring of production of medical equipment and products outside Europe. Make hygienic protections and means of contraception free of charge. Help create jobs in health professions by financially supporting students who wish to work in health. Set up more psychiatric hospitals for children and teenagers. Increase the number of hospitals in Europe. Allow all medical care to be taken care of by the state. Putting in place more prevention on health (food, sport,...), more psychological means following the pandemic, more help for families in precarious situations (money, free meals, medical aids, etc.). Organise sports competitions for young people by raising money for the sick. Renew vaccines. Make more assistance in response to natural disasters available to people. Allow more financial support for sick elderly people. Youth Prevention Make more equipment and staff available to hospitals. Send more humanitarian missions. Set up free hospitals for each European country. Have clearer and common measures to tackle the pandemic between different European countries. Develop more stimulus plans for the population. Generalise mutual assistance at European level in the search for vaccines for diseases that are not yet curing. Creating support for access to healthier food and sport and raising awareness about food. Continue donating meals, distributing free masks to protect people during the pandemic. Theme 3: Employment, economy and recovery after the pandemic Help unemployed people find work. Ensure that workers are not replaced by machines. Offer more assistance for restaurateurs and for young people (e.g. for finding work and training) for example. Reduce online shopping. Provide housing aids and driving licences for young people. Putting donation platforms for businesses in economic crisis or people in need of money. Offer more financial aid for businesses and small traders Proposing vocational recovery projects for unemployed or other people but also for people living on the street and wishing to return to the professional circuit. The state or appropriate structures could offer them tasks of general interest such as the recovery of waste in exchange for a roof and food. Then a reintegration into a professional environment with a little money. Make collections for young people or others. Establish training and housing centres for homeless persons. Promote European productions before that of other continents (more factories in Europe). Building more factories in Eastern Europe, reducing social assistance and subsidies in all countries. Lower student rents. Offer more jobs and internships for young people. Allow equal pay for men and women (for equal work and equal qualifications). Set up a European minimum wage. Helping small businesses and self-entrepreneurs Open new jobs to give more EU support to businesses. Create a website for summer jobs for young people. Strengthening capitalism. Theme 4: Foreign policy, defence, trade policy and humanitarian aid Help humanitarian missions by financing or giving them equipment. Apply the principles of colbertism. Limit the taxes of shops. Make the Universal National Service compulsory for all young people in Europe. Round up, for all cash payments, to the unit so that this donation is donated to an association for the sick, poor... (e.g. a t-shirt at EUR 17.50 —> the 0.50 ct will be given directly to a selected association and with the consent of the buyer). Strengthen the EU army, make military service compulsory. Tax less products. Improving Justice, Faster Judgments Investing in Cyber Security Upgrade foreign powers and changing the image of “old continent” Europe can have vis-à-vis the international. All being friends advance together to build a future because if the planet does not support human activity, we will all die and not one will be spared Gathering the EU’s weapons To become more autonomous from China Stop free trade with China and relocate the means of production in the EU Countries must be able to fight together with good technology and must be able to cooperate quickly to help countries in need Build a united Europe for the Europeans only, and abolish the Schengen area Manage countries individually, keep sovereignty Increase military defences Create a European army that would help the poor. Theme 5: European rights and values, consumer rights and safety Safeguard more in places at risk. Enhanced military security, more security. Check out outward and return journeys to Europe. Greater border control Strengthen the system of S-cards Prevention Equality and Discrimination Severely punish discrimination on homophobia all European countries and not just a small fine. Make more effort to reduce/stop racism/sexism/homophobia..... Setting up debates for young people, avoiding court judgements and having a youth council for Europe To set up free training to try to train against attacks. Increase controls to avoid attacks. Organise more security, avoid attacks and other such attacks. Block borders Stop wars, inequalities (racism, sexism, homophobia...) Create gender equality by avoiding wage inequalities Sensitise young people and above all act Produce and distribute more anti-viruses. Develop proposals and have more reactions when bullying at school Theme 6: Digital transition Digital security: Reduce cyber-harassment. Strengthen and ensure respect for digital rights. Put in place more means for piracy. Develop European Artificial Intelligences against computer viruses. Strengthen security on social sites and networks. Make it easier for users to prevent the dangers of digital technology. Increased awareness of technology from an early age on the dangers of the Internet (password management, cybercrime, etc.). Setting up listening platforms for those most in difficulty on digital. Allow for the exchange of best practices in terms of digital security in Europe. Prevent the sale of personal data by companies. Strengthen the security and confidentiality of digital applications. Digital development: Enabling access for all to digital technologies (e.g. through free and accessible training courses). Developing digital education for all European schools and providing better facilities. Developing sustainable digital technology. Ensure that digital development does not destroy jobs or propose alternatives (e.g. provide for the conversion of certain sectors) Complete 4G coverage before starting 5G coverage. Exploit heat generated by servers for heating. Theme 7: European democracy Continue the fight against disinformation Total repression of fraud in European elections Be advised by young people Remove the two days of disinformation from the media before elections (whatever they may be) Give the voice to citizens, on small scales, that they can speak as much as the Heads of State Lutter for media freedom, especially internationally. Highlighting the right to vote among younger generations Media Regulation – Media Objectivity: give information, facts without notice. Try to really force fake news on social media To count white votes, so majority then make the election raise awareness of the European elections Theme 8: Migration To set up shelters for migrants to be better cared for I find that the current policy is very good except for immigrants we should rehabilitate abandoned dwellings or buildings Use of safe but unoccupied buildings for asylum seekers. Making more room for migrants by rehabilitating abandoned places Obtaining a work visa in Europe faster with a longer period of use of 1 year. To realise that countries cannot collect all migrants from the world and thus limit, as countries need, Protecting European borders from increasing waves of migrants. Introduce quotas for migrants per year and limited, controlled immigration. Against Mass Immigration Improving access for migrants to rights, giving more help for language learning. Companies specialised in assisting migrants with interesting approaches on the ground of migrants International cooperation Distribute all migrants and ensure them a safe journey. Helping migrants more by integrating them more into society (e.g. integrating children) Hosting and housing refugees as “normal” people Controlled migration and more Helping asylum seekers Accept all migrants and distribute them in different EU countries, help migrants (find housing, work) Enable all people entering Europe to find work and to live normally. Better leave countries that host foreigners Put areas for aid distributed directly to migrants with blankets... for free I think we didn't choose there we were born. Some people have been more fortunate than others then if people want to take new perspectives for the future, have the life they want Theme 9: Education, Culture, Youth and Sport Education: Do many more projects, educational exchanges and school trips between each country Develop more concrete education for young people to prepare them for working life (e.g. on administrative procedures, budget management,...) Develop Erasmus+ in colleges and high schools in order to have more exchanges in the different countries of the European Union. Put a maximum limit on the number of teaching hours at European level. Provide more information on the possibilities for guidance pathways at European level. Offering more remembrance days for wars in Europe Proposing more prevention on sexuality, including sexual orientation to young people. Establish a common basis of knowledge of Europe (history and functioning of the EU) in all European countries. Youth and commitment: Establish a service similar to the Universal National Service (but not mandatory) in the other member countries of the European Union. Making the SNU compulsory Less expensive or even free activities Helping young people. More exchange for young people Create more projects for young people such as the SNU, civic service... European Cohesion Programme Organising international meetings between young people such as sports competitions or days of exchange Investing much more on youth and more support for young people Culture: Cultural or sports days per month More leisure, music Better outdoor infrastructure in parks, in the countryside. Continue with the possibility of benefits such as free museums for young people, and move towards access to cultural benefits (reductions for books) Generalised free cultural places for young people Have visits to European “capitals” to see the EU institutions to feel European. Create a kind of mechanism such as the SNU in the EU to mix the cultures of EU countries and create cohesion. More Cultural Centres for Teens Sport: Make major sport tournaments between different EU countries. European games (like the Olympics but at European level) That young people are obliged to do at least one sport to discover new sports. Promote sport Diversify sports made in college. Establish a few days’ military service. Make more financially accessible sports and/or educational material for everyone Allow all sports halls for 16-year-olds For young athletes more international competition Theme 10: Other Ideas Europe needs to be stronger, firmer Putting the law enforcement closer It could be interesting if the UN could happen at the level of Europe and therefore that the participants could go to another country of the European Union. Create and organise the Universal National Service in the different EU Member States to meet and discuss with foreign people. Discover other cultures. Avoid letting Germany lead the European Union
