In order to give more exposure to all the Europeans languages, the EU could introduce a minimum quota for television programs broadcast in original language with subtitles.
It would be a good way to expose more the population to other European languages, and thus facilitate exchanges between Europeans trough the knowledge of languages.

This is a good idea for developing good English. I think Scandinavian countries already do that partially, which results in greater English competency amongst the population.
In Scandinavia this is partly the case because of the sheer similarity between the languages. It is difficult to achieve the same effect in other countries. I doubt it Scandinavians would pick up Polish if they were to watch TV from there.

I would suggest expanding the avaiblity of dubs and subs to all languages in all europe
The flemish part of Belgium is doing this sence the start of TV.
I suggest everyone to endorse the most successful idea for creating an EU broadcast channel: Let's set up a European Public Broadcaster
Agree, and for minority languages like Basque, Sorbic and so on as well.

I agree. I grew up in a country which uses subtitling for all foreign content, so I've been exposed to English, German, Italian, Spanish through TV. Most people can't learn the whole language that way, but at least people get accustomed to how the language sounds and they pick up at least a few words. Same with me. It helped me with learning English, and I picked up some words of Spanish. Also, it helps with correct pronunciation if you decide to learn the language. Now I live in another EU country which uses dubbing and it was shocking to me how bad is the average pronunciation of English compared to my home country.

Det är sällan att man ens ser program i Sverige från andra EU-länder till att börja med... Visst finns det enstaka norska, danska eller finska program. Men knappast några andra. Självklart finns det massa britiska och amerikanska men de räknas knappast.

Broadcast television is giving way to streaming services, so this proposed regulation is obsolete. Besides most of the foreign content would be in English so it wouldn't enrich the European landscape much.
True: The streaming services are on the rise. There is already so much more than what it used to be due to technology: Wasteland in Czech, Romulus in Latin, The Rain in Danish, Lupin in French... It's good quality of TV entertainment out there.
The only thing I could think of would be something like the TV channel ARTE, a French-German partnership project, in both languages and it works very well. Don't know how this could be used as an example for a EU-wide channel across many languages...
Io proporrei di promuovere una emittente Europea che parli in Esperanto di lingue Europee in generale, comprese quelle minoritarie. In questo modo si promuoverebbe una lingua Europea (l'Esperanto) che non viene promossa da nessun paese e allo stesso tempo non si favorirebbe nessun paese in particolare come succederebbe se i presentatori parlassero Inglese, Francese, Tedesco o Spagnolo per dire 4 lingue a caso...

Personnellement je suis opposer au fait de favoriser l'apprentissage de l'anglais .
Certe , les francais sont forcément opposer à l'anglais ( culturellement , historiquement , s'est humoristique ) .
Îls me semblent plus utile de favoriser un langage commun à tous les européens , l'espéranto , par une plate forme d'instruction type ( Babbel ) , par une opportunité d'apprentissage des le début de la scolarité , par le develloppement d'une chaîne médiatique européenne en espérantos ( sous titré en langue nationnale ) .
L'anglais n'est favorable que a l'Europe de nord, alors que l'Europe de l'est est opposer à cette assimilation ....

Il y a une confusion entre la proposition initiale, et divers commentaires. La proposition initiale parle de TOUS les langages européens, alors que divers commentaires ne parlent que de l'anglais.
Ceci montre bien la difficulté du problème des langues dans l'Union européenne.

Streaming services often have subtitles in several languages, and that's great, but even better would be an EU rule that gets those services to accept offers from subtitle volunteers who would donate translations in (minority) languages for free. Even if only some content was translated that way, at least it would show linguistic diversity, and would help learners of those languages too. (TED Talks has a similar open system and it works well.)
I used to watch the "Grand prix de la chancon" every year and loved hearing all the different languages. When the EU was formed and Lithuania contributed a contestant, I was extremely curious to hear their entry. Unfortunately the program had changed to "European Song Contest" and the Lithuanians sang - of course - in English. I haven't watched it since.
If your proposal included the international language Esperanto, I would endorse it. One year there was at least an entry in that language.

J'ai commencé à faire la liste de "bonjour", "oui" et "merci" dans les langues officielles de l'Union. Ce n'est rien mais c'est énorme quand vous visitez un autre pays de l'Union que de faire savoir à vos hôtes que vous vous souciez d'eux et de leur pays suffisamment pour apprendre trois mots et le leur faire savoir. Je ne sais pas si ce site pourra nous aider à collaborer à ce mini mais complexe projet mais je serais heureux qu'il aboutisse (via un site de l'Union ?)
Agree. In some EU countries not even English-based braodcasting is available - this should change.
Also, it would turn out to be a more inclusive choice for people speaking multiple languages.
