If nobody ever felt the urge to rule, things would look different.
But since there are plenty of instinctive emotional apes amongst us who feel the urge to have a silverback position, other area's are obligated to have an organized system ready to hold this warlord back.

Without real state: First militians will form to battle the crime in the villages; Then coalitions between villages will form to stand up organized robbers and plunderers; ...

But the direction we're coming from is totaly different: The population was subjugated in order to make control more easy for the aristocracy, who were then more able to withstand big enemies, and revolutions were(/are?) needed to bring more justice into the system.
