The attached plan needs major revisions. There is no costing on proposed ideas. Further, even if that would work on a small scale (a municipality level) its scale-up to every part of the EU hit by the Pandemic is very problematic. I understand that many SMEs were destroyed by the Covid measures, but some of them will never come back. Finding fruitful way to help the owners and employees of those SMEs to build new businesses will be much better in my opinion.

I apologies for not being able to provide any information on costing, I prepared the plan by myself, however A statement with approximate cost will be provided on demand.
Regarding saving the small business and SME,S please note to rebuild new businesses it would cost more and selling a ready business will give more flexibility to the buyer specially for those who would be willing to move from a different location.

It’s also more convenient for the buyer to purchase a ready made business instead of setting up a new business.
