The United Nations, and in particular the Security Council and its Military Committee, remain the main guarantor of peace and security in the world, as is included in all Treaty texts. In the 21st century, the United Nations will be able to take a further development step towards a democratic global government. Military cooperation in the context of intervention in armed conflicts and mutual exchange of information on ceasefire and peacetime, including observations and military exercises, will need to be broadened and deepened, and the central harmonising role attributed to the UN under its Charter is particularly appropriate for this purpose. The strategic objective is to establish a military headquarters at the UN under the political direction of the Security Council. The EU, in cooperation with NATO, OSCE and Member States, including France as a permanent member of the UN Security Council, can make a unique contribution to this.
