🌎 National Debate on digital transformation
The National Debate organized by the Chancellery of the Prime Minister and the Representation of the European Commission in Poland will enable representatives of various environments, professions and age groups, residents of cities, villages, and towns from different Polish regions discussion in groups on 6 topics of the Conference: climate transformation, digital transformation, EU internal market, health, the role of the EU in the world, migration. During the workshops, with the help of professional moderators and experts, these people will exchange opinions and jointly develop conclusions and recommendations for the European institutions. After the Debate, we invite you to familiarize yourself with the conclusions of the participants, which will be published here. The National Debate is not an expert event. The meeting is a citizens' debate, the purpose of which is to discuss topics that concern us all as citizens, but are not the areas in which we have the greatest expertise. People representing different views and having different experiences were invited to participate in the Debate. The organizers made every effort to maintain the demographic balance in each debating group. This gives the proposals a chance to be truly representative of society as a whole. Due to the formula, the event is closed.
The participants of this group will address the following issues in the field of digital transformation:
1. Regulation of digital giants and EU competitiveness – what regulations should be introduced in the fight against hate speech or fake news, including imposing obligations on strong market players? Who should decide in specific situations whether a given statement is an example of hate speech or fake news? Are the current tax rules fair? How do we ensure that digital operators are taxed in a way that ensures a level playing field? Should the EU fund the development of digital skills of Europeans and what would be the best way to do so?
2. Regulations on artificial intelligence – in which areas of life do we see the benefits of using artificial intelligence? Examples: customer service (machine instead of a seller or an app instead of a call center person), medicine (diagnosing diseases), transportation (autonomous passenger cars and transporting goods by autonomous trucks). What can be the risks associated with the development of AI? Should Member States or the EU have control over the rules for using AI to rule out possible discrimination? Example: a program based on statistical data could determine that a person living in a city with poorer air quality has a higher risk of premature death and thus assess that he has less creditworthiness than a person of the same age and income who lives in a town where the problem of smog is practically non-existent.
📌 The debate will be attended by the Commissioner for Agriculture, Janusz Wojciechowski, and the Minister for European Union Affairs, Konrad Szymański. Participants of the debate will be able to use the knowledge of experts belonging to the Team Europe team and the Chancellery of the Prime Minister.
🎬 The debate will not be broadcasted live, the coverage of the debate will be available after the end on the channel of the EC Representation in Poland on the YouTube platform.
