ELI Webinar Series on the Conference on the Future of Europe: Artificial Intelligence (AI) and Public Administration
Public administration, being an emanation of the State's public functions, entails the processing of much more data than private entities. New technologies, such as artificial intelligence, can therefore play a significant role in the modernisation and overall improvement of the functioning of public administration.
On the other hand, a guarantee of the transparency, correctness and security of the processed data is also fundamental. Therefore, the possibilities to implement AI in the operation of public administration are limited by the principle of legality and the need to ensure a high degree of reliability of technologies used, as well as the need to ensure the respect of citizens’ rights.
Public administration is, as a result, confronted with specific challenges in the deployment of AI and, more generally, algorithms. The use of these techniques poses specific problems related to the particular requirements associated with the principle of good administration. In addition, issues such as transparency, accountability, compliance and non-discrimination are particularly relevant in the context of public administration.
This event will aim at discussing how to safeguard citizens' confidence in the use of the technology and not hinder innovation.
The webinar will provide ample opportunity for those present to contribute to the debate. After a brief introduction of the webinar’s topic, registrants will be able to share their views by participating in polls as well as responding to and raising other key questions relevant to the webinar’s theme. A report, outlining discussions and featuring any collectively agreed proposals will be drafted after the event and submitted to the European Parliament, Council and the European Commission via the Conference on the Future of Europe platform for further reflection.
