EU legislation is created by the European Commission, the European Parliament and the Council of the European Union (EU Council). The European Parliament is directly selected, and observations the interest of the European people. The European Commission is directly accountable to this office. The EU-Council is not always selected nor accountable. Its members are the governments of the member states. This means they serve the interests of those in power, not of the European people. The EU Council should be erased, and its powers should be transferred to the office. Member State governments can continue informal discussions in the European Council, but should be put forward on by an elected parliament, as is the case in any healthy democracy.

    1. In the words: “I want Europeans to shape the future of our Union. They should play a leading, active role when we set our priorities and targets.” European Commission President Ursula von der Leyen announced the “Conference on the Future of Europe” at the beginning of her mandate. With the opening of the conference, civil society and EU citizens will be called upon to contribute to the major debate and to formulate their respective priorities for Europe’s future. The results of these debates will be collected on a central internet platform and ultimately communicated to European policy makers. We would like to see as many organisations and institutions in Germany as possible involved in the major debate and therefore we would like to invite you to participate. Your participation could, for example, be such as to draw your members’ attention to the conference, send information about your magazines or organise your own events. We would be happy to assist you in this process, for example with information material, with speakers or, if possible again, with venues for events. More specifically, we would like to invite you to a virtual event explaining the web platform where you will find all the background and events about the conference and, most importantly, where you will be able to report directly on the outcome of your discussion and ideas on Europe’s future.

According to The Art. 20 of the Lisbon Treaty can authorise the creation of a group of at least 9 member states to carry out a Federation. The decision to authorise enhanced cooperation will be taken by the Council as a last resort, when it has reached the conclusion that the objectives pursued by such cooperation cannot be achieved within a reasonable time by the Union as a whole and provided that 9 EU Members are willing to create an EU Federation
