Truly European Elections: Transnational EU-wide electoral lists

The European Elections are currently separate national elections in 27 member states, with limited possibility to vote for candidates focusing on pan-European topics. Members of the European Parliament (MEPs) are elected from either national or subnational lists and we can normally vote for candidates from our own countries. As a result, MEPs tend to prioritise domestic issues in their programmes and feel accountable to only a fraction of Europeans who can elect them from specific countries or regions.

To solve this problem, we should have EU-wide transnational voting lists in the European Elections. This would mean that every European citizen would have two votes:
- one to be cast for a candidate on a (sub)national list drawn by national parties (the same way as it this now), and
- one to be cast for a candidate on an EU-wide transnational list drawn by European political parties.

The MEPs would then be chosen based on the proportion of all votes cast on their respective (sub)national or EU-wide lists. As a minimum, the overall number of MEPs elected from EU-wide lists can be set at approximately 50 and gradually increased in relation to (sub)national lists to allow the European public to adapt to the new method.

European political parties should ensure that their transnational lists reflect the Union’s diversity by drawing candidates from at least 1/4 of the member states and limiting the percentage of candidates from a single member state on each list.

    European democracy: reality or fanciful?

    Democracy is a fundamental condition for a country to join the EU. However, according to the Special Eurobarometer 500 (October — November 2020): 55 % of Europeans want their voice to be better taken into account when deciding on the future of Europe; 53 % of Europeans believe there is still a lot to do to strengthen (and protect) democracy in the EU. How and how European citizens exercise, directly or indirectly, their power in the European decision-making process? As part of its inauguration of the Europe Direct label, the association Piste Solidaires — Europe Direct Pau & Pays de l’Adour, in partnership with the Movement of the Pyrenees, brings together professionals and citizens on the issue of "European democracy: reality or fanciful? "using a method of participatory democracy, citizens will be able to exchange, express their views and make proposals for change. At the end of the debate, video clips will be recorded so that citizens can pass on their suggestions and questions to European policymakers.

    Els Art. 20 of the Lisbon Treaty may authorise the creation of a group of at least 9 member states to carry out a Federation: EU Federation with Federal Constitution. According to The Art. 20 of the Lisbon Treaty can authorise the creation of a group of at least 9 member states to carry out a Federation. The decision to authorise enhanced cooperation will be taken by the Council as a last resort, when it has reached the conclusion that the objectives pursued by such cooperation cannot be achieved within a reasonable time by the Union as a whole and provided that 9 EU Members are willing to create an EU Federation

    Rome — Assembly for the Conference on the Future of Europe

    In continuity with the participatory path that led to the Manifesto for Rome, during the campaign for the administration, the Association “For Rome”, the European Federalist/Youth European Federalist Movement — Rome and the Civic Pass — Committee for Rome aim to relaunch and expand the mobilisation of Roman citizenship and civil society to actively contribute to the transnational debate on the future of Europe, through the Conference and its instruments of participation, activated by the EU institutions. The Capitoline Assembly of Rome Capitale has approved a motion that commits the Junta to raise awareness of this debate and to promote city/municipal assemblies on Roman territory. The Roman associations are preparing to inaugurate this path as a first opportunity for all participants, associations and citizens, to make proposals for improvements for the development of European integration and to bring the Community institutions closer to the local authorities; relaunch at European level some proposals already shared in the Manifesto; agree with local representatives, including councillors of Rome Capitale and its Town Halls, how to continue these initiatives together. This will be discussed in person in hybrid format (in presence and remotely) in Rome on Tuesday 8 February, and the proposals that will emerge will be presented to the Conference on the Future of Europe through its dedicated platform https://futureu.europa.eu/. Associations, movements, political/social/cultural forces or ordinary citizens are invited to participate actively! In compliance with COVID-19 prevention measures, participation will only be allowed with FFP2 mask and possession of the Super Green Pass.
