For a true European democracy: There can be no true European democracy without an autonomous EU fiscal power
Historically, the creation of fiscal power has coincided with the founding act of a political community, and has required strong democratic control over who wields it; hence democratic societies have always required fiscal power to be exercised by parliament. Today, the attribution of fiscal power to the European Parliament (together with the Council of the European Union, under the ordinary legislative procedure) is an indispensable condition for building an effective and fully democratic European Union.
At present, the EU budget depends on the will of the individual member states. On the revenue side, Article 311 TFEU stipulates that the system of own resources shall be decided by the Council unanimously and that the decision shall then be approved by the individual Member States in accordance with their respective constitutional requirements. In this procedure, the representative body of the citizens - the European Parliament - is only consulted and each government retains the right of veto on the issue of resources transferred and then used by the EU budget.
This financing mechanism must be reformed so that the European Union has the autonomous capacity to levy European taxes directly on businesses and citizens without going through prior harmonisation of national taxes and therefore without the intervention of national budgets.

The purpose of the event was to carry out, at local level, dissemination work, also to compensate for the poor media coverage that the Conference is having. After the introduction of the topic and the speakers by Paola Toniolo (president of the association “Laboratorio di Arese”), Piero Lazzari (secretary MFE-Pavia) and Claudio Filippi (National Directorate MFE) explained the reasons and aims of the Conference and the modalities of use of the internet platform. Then MEP Patrizia Toia set out the expectations associated with the Conference’s path, also in relation to the Next Generation EU, and answered several questions from those present. The following are the main issues raised and the answers given. Will the novelty of the Community debt, contracted to counter the consequences of the pandemic, be an exception or the first step towards a new European taxation? This is probably the first step, but much will depend on the success in the use of NGEU funds, especially by Italy, as the country that is the largest beneficiary of the funds. How to overcome the unanimity and dominance of the Council in the European Union? The NGEU initiative has seen an important role of the Commission and Parliament, which have been able to counter intergovernmental compromises downwards. Unanimity in the Council is certainly a brake. Strengthened cooperation between groups of states may be implemented on some subjects, but proceeding at two speeds on all matters would be a backwardness which it is preferable to avoid. Was it premature for Eastern countries to join the EU? Although they are struggling to adapt, what they entered was the right historical moment. How to judge the EU’s behaviour towards refugees pressing at borders (Bosnia, Belarus, Mediterranean)? The difficulties of the EU depend not on the Community institutions, but on the national states. With regard to attitudes that contradict the founding principles of the Union, such as respect for the rule of law and the treatment of immigrants, it is not enough to carry out convictions, but we must also be strict, applying sanctions. Can the formation of a common European defence lead to an increase in armaments? Improbable, what needs to be strengthened is the capacity for international peacekeeping and international intervention. The participants were invited to become familiar and interact with the platform, subscribing and commenting on existing proposals, such as those of MFE, or formulating new ones. The initiative, organised by the association Cds Cultura OdV in partnership with the Movement Federalista Europe section of Ferrara, will take place within the framework of the National Festival ASviS of Sustainable Development, with the patronage of the Italian Alliance for Sustainable Development (ASviS), the Emilia-Romagna Region, the Province and the Municipality of Ferrara. This is the second day of presentation of the Ferrarese Socio-Economic Yearbook, 2021 edition; book that has now reached its 34' edition, prepared by a large number of collaborators following the scheme of Agenda 2030. Specifically, it is divided into chapters coinciding with the UN Agenda Goals, the contents of which have been treated individually by experts in the various issues addressed (e.g. poverty, health, education, work, climate, etc.). The Conference on the Future of Europe is a unique opportunity to call for a reform of the EU that will bring it closer to the citizens and more capable of acting. For this reason the European Federalist Movement – sez. Valpolicella, in collaboration with other bodies and associations, invites to a cycle of events called “THE VALPOLICELLA FOR THE FUTURE OF EUROPE”. The third and final appointment aims to summarise the previous initiatives. A group of students from the last high school classes of Pavia, Milan and Varese participated, together with about a thousand children, in a project of education for European citizenship in the school year 2020-2021, following remotely 7 modules of conferences ranging from the history of European integration, the institutional structure of the Union, economic and monetary history, the future of digital, to what the European institutions do for young people. They discussed it with the professors and their comrades and then decided to follow, outside school hours, the final phase of the project: a meeting on NEXT GENERATION EU and the Conference on the Future of Europe with the organisations that promoted the project: the European Association of Teachers, the European Federalist Movement and the European Federalist Youth. As part of a series of initiatives launched at the Conference on the Future of Europe, the Conference on the Future of Europe organises a meeting with a view to local municipal elections in the autumn of this autumn. In eighty-one hundred times Turin led Italy’s Risorgimento and Unification. The MFE Ferrara collaborates, together with the C.D.S. Culture OdV, in the realisation of the public initiative that will take place in the framework of the Conference on the Future of Europe. This event intends to discuss publicly the Final Report prepared at the end of the research project conducted by C.D.S. CULTURA OdV. This project was carried out on behalf of the Department of Economics and Management of the University of Ferrara, as part of the Department’s research activities on public policies and their repercussions on the local territory. The aim of this research project was to highlight the importance of European cohesion policies aimed at closing the gaps between the different territories of the Union and the need for a reform of their management at regional level, so that these policies can better meet the needs of citizens in terms of quality of life. On behalf of C.D.S. The 27/8/2021 took place in Rueglio (TO), a mountain municipality of about 700 residents and the presence of numerous second houses, a meeting on the theme “The state of European unification and the Conference on the Future of Europe” in the premises of the KA 'D-MEZANIS (a 1500 building that the Municipality has restored and which is dedicated to conferences and exhibitions). In the presence of 35 people (between residents of Rueglio and owners of second homes and about fifteen teachers and students of the Liceo Classico Botta di Ivrea) chaired and moderated the meeting the Mayor of Rueglio Gabrielle Lafaille, professor of French Language and Literature at the University of Turin. The speakers were Sergio Pistone (retired lecturer in History of European Integration at the University of Turin and director of the European Union of Federalists) and Giuseppina Pucci (Lecturer of History and Philosophy at the Botta High School). In his speech Sergio Pistone focused mainly on the current situation in the EU and the action that federalists should take to strengthen European democracy through the reform of the founding treaties. Giuseppina Pucci masterfully illustrated the great opportunity offered by the Conference on the Future of Europe, but also the pitfalls that derive from it.

Knots and Problems for a European Political Unity

The topic, introduced by rapporteur Aldo Bianchin, regional president of the Veneto MFE, aims to address the issue of political unity in Europe. The current situation is affected by certain defects of origin. The first six states, at the beginning of the 1950s, began a long and troubled path, given the impossibility of implementing the constitutional path, as advocated by Altiero Spinelli and the group of Ventotene, they chose to proceed according to the functionalistic method, guaranteeing to national politicians that national sovereignty would not be significantly affected. From this point of view, the rule which overwhelmed all agreements was that of unanimity. Seventy years later, this method showed all its limits. There is no doubt that if political Europe not only wants to grow, but also to survive the ever-changing tensions, it must give itself a different method. The discussion group will address these issues, while keeping a number of principles firmly established: the democratic method, the safeguarding of rights, the prospect of the well-being of citizens and their defence.

The Parliamentary Intergroup for Europe, animated by a group of deputies and senators of various political forces – Marina Berlinghieri (PD), Francesco Berti (M5S), Massimo Ungaro (IV) in the Chamber, Roberto Fantetti (Coraggio Italia), Laura Garavini (IV), Tommaso Nannicini (PD), Gianni Pittella (PD) in the Senate – organised a new initiative in the framework of the process of the Conference on the Future of Europe. This is a meeting with Italian members in the Conference Plenary, together with the Presidents of the EU Political Committees of the Chamber and Senate, the Spinelli Group and the UEF. The meeting is open to the participation of members of the Intergroup and the Italian MEPs of the Spinelli Group. The aim is to initiate coordination between the Italian delegation in the Conference and the Italian Parliament, in order to build a shared strategy within the Conference aimed at promoting those EU reforms that are also crucial for our country; and to link in this direction with the federalist caucus animated by the Spinelli Group, which works within the Conference to advance the reform process.

The meeting is part of the debate and participation initiatives of the Conference on the Future of Europe (CoFoE) and will focus on reforming the Stability Pact and European economic governance, strengthening the economy, social justice and employment. A space of confrontation for the representatives of the productive and social forces of the territory. The meeting involves the main trade associations and trade unions in the territory, as first recipients in addition to militants and citizenship, with the dual aim of stimulating within these organisations the launch of initiatives for discussion on the themes of the Conference, both to create a space for discussion between the territories and the European institutions precisely on the basis of economic issues. In this respect, the debate on the revision of the Treaties on economic issues will be essential with a view to giving the EU tax power, which must have the capacity to directly raise resources and spend them in the general interest. In this respect, the European Parliament, in co-decision with the Council, must be given the power to directly impose European taxes on the citizens and businesses of the European Union. This reform will necessarily have to go hand in hand with a broader revision of the Treaties addressing the strengthening of the EU’s powers and the adaptation of decision-making mechanisms in those areas.

Meeting addressed to representatives of associations present in Ferrara (industry associations, trade unions, cultural associations of the Third Sector) to illustrate the objectives and themes of the Conference on the Future of Europe. The main focus will be on highlighting its aspects of participatory democracy and the need to organise public events on the ground in order to involve citizens. It will also explain the issues dear to European federalists, and explore the possibility of organising events in collaboration between the Ferrara MFE section and the associations that will become available in this regard. In particular, the representatives of the associations present will be presented with proposals such as the need for reforms to create European sovereignty, through a revision of the Treaties, which will allow, inter alia, direct powers to be conferred on the European Parliament, abolish the right of veto for national states and provide the EU with an autonomous fiscal power. Associations will therefore be urged to organise events on the territory, if possible in synergy with the MFE, giving citizens the necessary information about the Conference in order to allow a real and widespread participation.

Joint meeting of the Frankfurt, Lyon and Milan local sections of the Union of the European Federalists
The three cities of Frankfurt, Lyon and Milan are twinned since the late 1960s. Through their partnership they have contributed to make Europe rich, pleasant and diverse. The European Federalists of the three cities share the goal to turn the Conference on the Future of Europe into an opportunity to protect and strengthen democracy in our European Union at all levels of power, bringing it closer to the citizens and enhancing its capacity to cope with the challenges of our age: coping with climate change and digitalisation, with inequality and societal polarisation, as well as with internal and external security threats.
The Conference should be a step towards a political and institutional reform of Europe. European cities should play a key role in this upheaval.
The Europa-Union in Frankfurt, the Movimento Federalista Europeo in Milan and the Union des Fédéralistes Européens in the region Auvergne Rhône-Alpes invite to a joint zoom meeting which will inaugurate their common initiatives in the months to come, including a manifestation in Strasbourg upon conclusion of the Conference on 7 May and initiatives to mobilise the mayor of the three cities and of other European towns.
At the end of the meeting, they will approve a joint Declaration to be posted in the Platform of the Conference.

Europe must be equipped from a political and institutional point of view and the federal model is the only one possible in a globalised world. At this moment we have the tool to achieve this important objective: the Conference on the Future of Europe. It will make it possible to draw up proposals to initiate the reforms necessary for the EU to assume a democratic political power with which to be able to meet the new challenges. Essential reforms, such as those in foreign and defence policy, can only start from a federal budget fuelled by its own resources and hence fiscal autonomy. The abolition of the right of veto and the granting of direct powers to the European Parliament is also essential. The Democratic Party of Lodi discusses it in the context of the Democratic Agora with Senator Alessandro Alfieri, MEP Irene Tinagli, and MFE members Giulia Rossolillo and Luisa Trumellini.

The Democratic Agora "Conference on the Future of Europe: between institutional reforms and common resources" aims to develop reflections and discussions on the reform of the European Union. With this initiative, the PD and the European Federalist Movement of the city of Verona want to seize the unique opportunity offered to European citizens to actively and democratically influence the choices that affect the future of Europe. The aim is to stimulate debate and put forward proposals on two fundamental themes of European democracy: on the one hand, the decision-making mechanisms and the role of the European institutions (specifically, the Parliament and the Council), on the other hand, common resources and a European budget. Working TABLE| The following are briefly presented the issues that will be addressed in the two working tables that will be held in the first part of the Agora and for which the final proposals will be formulated. Links will be provided, together with the presentation of the tables, to participate remotely in each of them (from 10.00 to 12.00). a. How to make decision-making mechanisms more transparent, effective and close to citizens? How can Parliament’s role as co-legislator be strengthened? How to equip the European Parliament with the right of initiative? How and in what policies limit the power of veto (unanimity rule) of the Council? How to limit the role of the European Council? b. What common resources could the European Union have a real budget? Is it possible to make the tax innovations defined by the Next Generation EU programme permanent? What fiscal powers do the European Union have? The second part of the Agora (from 12:00 to 13:00) will discuss the reports and proposals that emerged from the working tables. It will be held, Saturday morning, 5 February, in online mode, the Milan City Assembly, promoted by the European Federalist Movement (MFE). Representatives of politics, local institutions, trade unions, and associations of the city, with European and national parliamentarians, will intervene. The main theme will be the political and institutional reforms necessary to achieve, after the Next Generation EU, a genuine political, federal, democratic Union capable of acting in person, within and around the world. The promoters of the assembly invite the citizen to take part in it. The Assembly addresses the Conference on the Future of Europe, the European Parliament and the Italian Government, so that they adopt the above-mentioned objectives and support their achievement in the various fora.

Le Marche e l’Europa is a topic that was discussed in Senigallia on 13 October at 5 p.m. in the Council Chamber of the Municipal Residence with academics, EU officials and institutions. The meeting was promoted by the Italian Association for the Council of European Municipalities and Regions (AICCRE) in collaboration with the European Federalist Movement, the Municipality of Senigallia and with the patronage of the Legislative Assembly of Marche. The event was born in the aftermath of the renewal of the AICCRE Marche and national summits, but above all it was organised as part of the debate launched by the Community institutions on the future of Europe. In a world in the fight against the pandemic and looking for solutions to challenges such as climate change, the EU is committed to listening to the voice of Europeans in a democratic and open debate to define its priorities. The European Parliament, the European Commission and the European Council call on all EU citizens and, in particular, local and regional authorities to share ideas and projects on how Europe should evolve, what its priorities should be and how it should prepare in a post-Covid world. The EU institutions aim to consult as many people as possible, public and private bodies and associations, paying special attention to young people and territories. In continuity with the participatory path that led to the Manifesto for Rome, during the campaign for the administration, the Association “For Rome”, the European Federalist/Youth European Federalist Movement — Rome and the Civic Pass — Committee for Rome aim to relaunch and expand the mobilisation of Roman citizenship and civil society to actively contribute to the transnational debate on the future of Europe, through the Conference and its instruments of participation, activated by the EU institutions. The Capitoline Assembly of Rome Capitale has approved a motion that commits the Junta to raise awareness of this debate and to promote city/municipal assemblies on Roman territory. The Roman associations are preparing to inaugurate this path as a first opportunity for all participants, associations and citizens, to make proposals for improvements for the development of European integration and to bring the Community institutions closer to the local authorities; relaunch at European level some proposals already shared in the Manifesto; agree with local representatives, including councillors of Rome Capitale and its Town Halls, how to continue these initiatives together. Female migration, work, welfare. The Invisible Violence in Care Work

On the occasion of the initiatives planned for March 8 — “International Women’s Rights Day” — C.D.S. Culture OdV, CGIL, CISL, UIL, the Nadiya Association and the European Federalist Movement, organised the project: “Women’s migration, work, welfare. Invisible violence in care work, in continuity with the commitment — launched in 2020 with the project on economic violence — of the project activities on achieving gender equality (Objective 5) set out in the UN Agenda on the 17 Sustainable Development Goals. The project, which takes advantage of the patronage of the Province of Ferrara and ASviS and has the support of “Profili di Secondo Welfare”, as well as being part of the Conference on the Future of Europe, develops in three moments of deepening; of which the first of 18 February had a predominantly socio-economic and cultural focus. The project proposal stems from the desire to reflect on migration, and on migrants from Eastern Europe in particular; a choral reflection made with the lens of economics, law, sociology, statistics and studies of gender policies, all, whenever possible, contextualised locally. The prevailing emphasis has been and will still be on violence against women, but from a different angle of view and without forgetting the aspects most in tune with the evocative and symbolic meaning of 8 March, namely a reflection in which the political, social and economic achievements of the female gender, translate into empowerment, in asserting rights, in the strength of being present, in representing and wanting to be represented, in awareness and in the knowledge of worth. In this context, the strengthening of the European institutions seems all the more necessary, as the European Union is today the greatest guarantee of safeguarding women’s rights. Together with the many rapporteurs and speakers who have already confirmed their participation, guaranteeing representation by the world of the Union, the University, the Professions, the Third Sector and the Institutions, have been present and have given their voices, also the protagonists of the world of migrants, with testimonies and stories, so that this project is “with” and not only “on” of them. School Project 2021-2022: the MFE section of Pinerolo meets three classes fifths of the Istituto Michele Buniva di Pinerolo (Piedmont, Italy)

Also this year we are active, as the European Federalist Movement of Pinerol, at the Istituto Superiore “Michele Buniva” in Pinerolo (Piedmont, Italy) The project aims to: • Train students on European issues • Get acquainted with the main stages of European integration • Appreciating the benefits of European citizenship • Speaking critical sense on the issues of the present, in relation to European issues The project is coordinated by one of our members, Prof. Annalisa Violante, and is addressed to three fifths classes of the Technical Institute: 5 A RIM, International Relations for Marketing (27 pupils, of which 9 males and 18 females); 5 A PIT, Expert in Informatics and Telecommunications (26 pupils including 2 females); 5 B PIT (21 males). The first class belongs to the Economics sector, the other two to the Technological sector. The project is divided into several internal interventions, carried out from February onwards, and in four/five external interventions. The internal interventions are carried out by 8 teachers who, as part of their teaching subjects (Italian, History, English, Law, Spanish, Informatics), provide specific information and suggest insights and reflections on European integration and the federalist perspective. The students were also given the task of reading on their own the text of Marco Magnano: “Europe on the journey”. For all classes, the following external interventions are planned, scheduled from 3 March to 4 April: • General historical picture from the second post-war period to the present by Giovanni Trinchieri: the end of the conflict, the Cold War and the German question, Schuman’s pro-European alternative to the Lisbon Treaty, the dramatic return of the war to Ukraine. • Overview of the main European institutions by Andrea Geuna: what are, how they work, the conquest and the limits of the current community structure, the proposals of the Federalists. • Meeting with Mauro Magnano, author of L’Europa en viaggio. From the impressions and individual considerations of the students to the collective discussion on the issues proposed by the text. • Because we are right to hope for a federal Europe, such as the major challenges to be faced, such as scenarios to work for: meeting with the sen. Tommaso Nannicini. Further external intervention is foreseen for the two PIT classes: • The European Union is taking digital measures to combat cybercrime, promote research and support cybersecurity: online meeting with Gioacchino Cascella. At the end of the course a questionnaire will be submitted to the students to provide the participants with elements of awareness and self-assessment, and to the organisers the opportunity to think about the results achieved in relation to other similar projects. The pandemic, the economic and social crisis, and now the war in Ukraine are closely affecting our continent, generating concern, anxiety about the future, doubts to which we were not used. We all wonder if we have a common destiny to face and whether we have the tools to do so. We believe, in continuity with Altiero Spinelli and the Ventotene Manifesto, that it is time to establish a federal Europe, no longer hostage to the vetoes of individual states, but with a Palamento and a government with an appropriate fiscal power and a federal budget, able to address the major common problems in foreign and defence policy, industrial and energy policy, as regards the environment, health and migration flows. Capable of defending the interests of the peoples of Europe and peace in the world. The European Federalist Movement, also active in Pinerolese, has asked the municipal councils of our territory to discuss and vote on a federalist motion; and many municipalities responded positively to the appeal: Pinerolo, Airasca, Cumiana, Bagnolo, Luserna San Giovanni, San Secondo di Pinerolo, Scalenghe, Cavour, Collegno, Torre Pellice, Pragelato, Moncalieri and Giaveno have approved this motion or are about to discuss it these days. In May last year, the European institutions launched the “Conference on the Future of Europe” (https://futureu.europa.eu/?locale=it), the largest exercise of participatory democracy and, at the same time, an important opportunity for European citizens, including through their representative organisations, to discuss together and give guidance on the model of institutional, economic and social development to be built. In the context of the national campaign of the European Federalist Movement “100 City Assemblies for Federal Europe”, the MFE-GFE Section of Pavia intends to summarise the work carried out in recent months to network and promote participation in the Conference on the Future of Europe, promotes and organises a City Assembly in which to “give voice” to the demands of the most dynamic and meaningful expressions of the paved Community in order to strongly ask, together, the European institutions to initiate the work of reforms for the political unity of Europe, for the Europe of citizens, for a Europe of solidarity and inclusive. Final objective of the City Assembly: sharing the document “Our federal, sovereign and democratic Europe”, proposed by the European Federalist Movement, “... to make the European Union a true community of destiny, solidarity and cohesive, no longer hostage to national selfishness and the veto power of individual states...” The invitation was addressed to the worlds of politics, the economy and labour, civil society and the third sector.
