A more democratic European Commission: Lead candidates (Spitzenkandidaten)

Currently, a candidate for European Commission’s President is nominated by the European Council (representing the member states) and then approved by the European Parliament (representing the EU citizens). While the European Council has to take into account the results of the European Elections, the nomination procedure lacks transparency and is often dominated by the interests of individual EU governments that favour the candidate’s political ‘convenience’ over his/her democratic legitimacy.
To improve it, the lead candidate (Spitzenkandidaten) system was proposed, allowing European political parties to nominate their top candidates across all member states that should become candidates for Commission’s President if their party wins the European Elections. In 2019 however, the European Council disregarded Spitzenkandidaten appointed by European parties, nominating its own candidate instead.
The lead candidate system should be revived and maintained, allowing for more transparency, accountability and visibility when choosing the European Commission’s President. Each Spitzenkandidat should participate in an EU-wide electoral campaign to gain sufficient public outreach across the continent and democratic legitimacy.
This solution will allow citizens to see the ‘face’ of every European party during the European Elections, reduce the perception of the European Commission as a body dominated by ‘unelected bureaucrats’ and bridge the gap between the EU and its citizens.

During the project 2 VIP — 2VIP — VIdeo & Virtual reality for successful youth’s Participation in democratic life, the Centre for Education and Social Research organises a debate within the Conference on the Future of Europe on the possibilities of civic participation in the European Union. The debate will provide an opportunity to discuss with partners from Romania, Sweden, Italy and the UK on European democracy, cybersecurity and migration. Center for Education and Social Research organised in Wroclaw LTT with partners from project 2 VIP — 2VIP — Video & Virtual reality for successful youth’s Participation in democratic life. This is a great opportunity to organise a debate within the Future of Europe Conference on the possibilities for civic participation in the European Union. The CoFe aims to give citizens a stronger role in shaping the EU’s policies and ambitions. It will serve as a virtual forum for an open, inclusive, transparent and structured debate with European citizens on issues affecting them and affecting their daily lives. The Conference will focus on the main themes underpinning recovery and resilience policies identified by the Next Generation EU plan such as health, climate change, social fairness, digital transformation, the role of the EU in the world and strengthening the democratic processes governing the EU. These are in line with the general priorities of the EU and the issues raised by citizens in opinion polls. Ultimately, it will be the participants who will decide which topics will be dealt with at the conference. The Conference paves the way for events initiated by citizens, to be organised in cooperation with civil society and stakeholders at all levels, national and regional parliaments, European institutions, social partners and academia. Their participation in the process is essential to ensure maximum involvement and dissemination. The interactive multilingual digital platform which, as of 19 April, allows everyone to present their ideas online, to consult the events in which they take part or to include their own events on topics of interest is crucial for launching the dialogue with citizens. From the European Documentation Centre of the University of Seville, as members of the European Information Network of Andalusia, we join the Andalusia for the Future of Europe initiative, led by the Ministry of the Presidency, Public Administration and the Interior. This initiative aims to promote the participation of Andalusian society in the Conference on the Future of Europe promoted by the institutions of the European Union. The aim of this activity is also to motivate citizen participation and generate debate on one of the key themes of the Conference on the Future of Europe such as European Democracy.
