Despite being the most democratic EU institution, the European Parliament (EP) cannot propose any new legislation and has little say in such areas as taxation, healthcare, education, foreign policy and defence. While electing the European Commission’ President, the EP can only decide on a candidate first nominated by the member states.

In addition, many decisions that are outside of the EP’s area of responsibility must be adopted by the national governments in the Council by unanimity, effectively giving a veto power to each member state. In practice this means that important EU decisions related to e.g. the Union’s long-term budget, respect for the fundamental EU values or human rights sanctions tend to be ‘blocked’ by individual governments acting in their narrowly-defined interests. This often paralyses the EU, making it unable to address major contemporary issues swiftly and serve all its citizens well.

The EP should become the primary legislative chamber of the EU representing European citizens, enjoying full lawmaking and budgetary powers in all areas along with the right to propose new legislation and fully elect the European Commission’s head. The Council of the EU should be replaced by a second EU legislative chamber (a European Senate) representing the member states. In order to pass, any law would need a simple majority in both chambers, except important constitutional matters requiring qualified majority.

The Ventotene National Seminar aims to develop the topic of EU federal reform as a solution to the crisis of European civilisation; therefore, the critical areas to which the EU must commit are addressed: economic and health crisis, strategic and defence autonomy, climate crisis, industrial policy and technological development, defence of the rule of law. The discussion on these topics and the institutional changes that require involves a hundred young people from all over Italy, selected by the A. Spinelli Institute.

The event is part of the project “Next Chapter Europe”, funded by JEF Europe in view of the Conference on the Future of Europe. Interventions and group work will be held on the issue of the distance between citizens and the European institutions, in order to identify problems and to envisage concrete solutions. The first part will consist of speakers from the various political forces present, the second part will be dedicated to working tables and to comparison, with a break of 10 minutes between the two (from 15:50 to 16:00). ELIAMEP organized the 1st Citizens’ Forum, in the context of the “From Alternative Narratives to Citizens True EU Stories – FACTS” project. Twenty five mobilized and non-mobilized citizens participated in the Forum who, with the guidance of researchers, expressed their thoughts and views on the traditional narratives of European peace and prosperity that comprise the “raison d’être” for the European Union. The aim of this Forum was to identify false narratives or fake news on issues related to the European Union. During this first Citizens’ Forum, participants reached common concerns and proposals that, in the next phase of the project, they will have the chance to discuss with members of national and European parliaments.

The event, moderated by the Director of AGI Mario Sechi, aims to be a moment of discussion and debate among Italian MEPs on the actual contribution that our country will be able to make to the Conference and, more generally, on the opportunities that may arise for Italy from its conduct. Fabio Massimo Castaldo (Movimento 5 Stelle), Luisa Regimenti (European People’s Party — Forza Italia), Raffaele Fitto (European Conservatives and Reformists — Fratelli d’Italia), Marco Campomenosi (Identity and Democracy — Lega), Piernicola Pedicini (Greens/European Free Alliance), Brando Benifei (Socialists and Democrats — Democratic Party) will speak in the debate.

“We Maggio together build the future of Europe” On the anniversary of 9 May we celebrate the 71th anniversary of the Schuman Declaration. On 9 May 1950, just a few years after the end of the Second World War, which had devastated the old continent, Robert Schuman, Minister of Foreign Affairs of the French Government, presented the proposal to create an organised Europe; the proposal, known as the Schuman Declaration, is considered to be the birth certificate of the European Union. Around this symbolic date every year, Europe Day is celebrated with the organisation of various events by the European institutions and the Member States. Again this year, Gioiosa Jonica’s EDIC ‘Calabria & Europa’ will celebrate the EU’s symbolic date alongside schools with a broad and important partnership. The initiative will take place on the Zoom platform to ensure the security measures imposed by the COVID 19 Panorama and will take place on 10 May from 10.00 to 12.45 a.m. The clou message of the day will also be linked to the launch of the Conference on the Future of Europe, to which the school teams involved in civic monitoring with Asoc, thanks to their civic engagement, can give a strong boost. The event, moderated by the Director of AGI Mario Sechi and held in telematic mode with guests connected from different venues, aims to be a moment of discussion and debate between Italian parliamentarians Alessandro Alfieri (Democratic Party), Matteo Luigi Bianchi (Lega), Augusta Montaruli (Fratelli d’Italia) and Paola Taverna (Movimento 5 Stars). The dialogue will focus on the effective contribution that the productive, social and institutional forces within the country will be able to make to the Conference and, more generally, on the opportunities that may arise for Italy from its conduct.

In continuity with the participatory path that led to the Manifesto for Rome, during the campaign for the administration, the Association “For Rome”, the European Federalist/Youth European Federalist Movement — Rome and the Civic Pass — Committee for Rome aim to relaunch and expand the mobilisation of Roman citizenship and civil society to actively contribute to the transnational debate on the future of Europe, through the Conference and its instruments of participation, activated by the EU institutions. The Capitoline Assembly of Rome Capitale has approved a motion that commits the Junta to raise awareness of this debate and to promote city/municipal assemblies on Roman territory. The Roman associations are preparing to inaugurate this path as a first opportunity for all participants, associations and citizens, to make proposals for improvements for the development of European integration and to bring the Community institutions closer to the local authorities; relaunch at European level some proposals already shared in the Manifesto; agree with local representatives, including councillors of Rome Capitale and its Town Halls, how to continue these initiatives together. This will be discussed in person in hybrid format (in presence and remotely) in Rome on Tuesday 8 February, and the proposals that will emerge will be presented to the Conference on the Future of Europe through its dedicated platform https://futureu.europa.eu/. The event is part of the awareness-raising and involvement initiatives that the European Commission is conducting on the territories in conjunction with the Conference on the Future of Europe (CoFE). We would be pleased to be able to host your speech to discuss with young people who have already been prepared by their teachers on the priority issues underlying the CoFE for the future of Europe. The meeting will take place in the magna classroom of the Mazzini High School in Locri on 22 March pv. and provides for a mixed mode, in the presence of young people and some of the speakers and representatives of local institutions.
