Stronger together: A democratic European Federation

European integration originated on a continent ruined by World War II to bring peace, prosperity & social justice to Europeans. Yet, after over 70 years, the process is still unfinished, with many countries outside of the Union and the EU itself divided and lacking competences in key areas. As a result, the EU can’t reach its full potential to serve citizens at home and promote its values abroad. A united Europe can do more than any country alone in such areas as peace and security, climate action, economic stability, migration, human rights and public health, to name a few.
A Constituent Assembly should develop a European Constitution defining the key elements and principles of a democratic European Federation, including:
- Chamber of European Citizens (reformed European Parliament) sharing its legislative powers with a European Senate (reformed Council), with laws adopted by simple majority in both institutions (qualified majority for constitutional matters)
- European Government (reformed Commission) being the executive of the Federation appointed by and responsible to the Chamber
- Court of Justice providing judicial control
Respecting the principle of subsidiarity, the federal institutions should have competences only in the areas where they can provide more added value than their national or local counterparts.
The European Federation should gradually embrace the whole continent in a democratic enlargement process and support similar integration efforts globally.

    In continuity with the participatory path that led to the Manifesto for Rome, during the campaign for the administration, the Association “For Rome”, the European Federalist/Youth European Federalist Movement — Rome and the Civic Pass — Committee for Rome aim to relaunch and expand the mobilisation of Roman citizenship and civil society to actively contribute to the transnational debate on the future of Europe, through the Conference and its instruments of participation, activated by the EU institutions. The Capitoline Assembly of Rome Capitale has approved a motion that commits the Junta to raise awareness of this debate and to promote city/municipal assemblies on Roman territory. The Roman associations are preparing to inaugurate this path as a first opportunity for all participants, associations and citizens, to make proposals for improvements for the development of European integration and to bring the Community institutions closer to the local authorities; relaunch at European level some proposals already shared in the Manifesto; agree with local representatives, including councillors of Rome Capitale and its Town Halls, how to continue these initiatives together. This will be discussed in person in hybrid format (in presence and remotely) in Rome on Tuesday 8 February, and the proposals that will emerge will be presented to the Conference on the Future of Europe through its dedicated platform https://futureu.europa.eu/. Associations, movements, political/social/cultural forces or ordinary citizens are invited to participate actively!     The assault on the US Capitol on 6 January 2021 opened a new season in the so-called post-truth era. It is now established that the proliferation of sources and information flows brings with it a problem of exercising, on the part of journalism, its role of mediation between what is happening in the world and the audience of users of information — and that, conversely, the public increasingly immersed in a communicative ecosystem that sees social networking platforms at the centre of social networking platforms struggle to recognise journalism this role of mediation. In this context, the greatest risks relate to the role that fake news and disinformation processes can play in the pollution of public debate — and indirectly in influencing democratic processes such as the election of the President of the United States of America or Britain’s decision to leave the European Union. Capitol Hill has made the link between the stimulus of disinformation and conspiracy and the reaction of the public much more immediate, and brought back the need to strengthen the democratic role of the media and information at the centre of the debate. The IN BILICO democracies seminar: Anti-Democrats FROM US TO EUROPE will address these problematic issues with a specific focus on the European Union and the representation of its decision-making process in the Italian media.
