Our federal Europe: sovereign and democratic
We enthusiastically welcome the start of the Conference on the Future of Europe. We are living in a historical moment of great change. It is at a time like this that communities must be able to adapt their institutions if they are to govern the new processes and avoid falling into irreversible decline. This is what we have to do today in the European Union: making the instrument of the Next Generation EU permanent and creating a federal budget, so that the EU can share fiscal sovereignty with the Member States; and acquiring new competences, extending the ordinary legislative procedure, in the fields of health, economic policy, foreign policy and defence, to make Europe a global leader in the defence of fundamental values and the rule of law, a model of a socially sustainable ecological transition and a global actor for a new multilateralism. For this reason, the Conference must be able to discuss without taboos not only which European policies need to be strengthened, but also which treaty reforms are necessary to equip the EU with the necessary tools to act effectively and incisively.

28 October 2021
20:30 - 22:30
The Conference on the Future of Europe is a unique opportunity to call for a reform of the EU that will bring it closer to the citizens and more capable of acting. The 3 rd evening program: What CONTRIBUTION OF VALPOLICELLA to CONFERENCE ON THE FUTURE OF EUROPE? Intervened: Paul Blokker, lecturer in political sociology at the University of Bologna. Federalists in Piazza in Pavia: “Our federal, sovereign and democratic Europe” and the necessary reforms
16 October 2021
10:00 - 18:00
The initiative is an event organised within the Conference on the Future of Europe. The militants of the European Federalist Movement and the European Federalist Youth of the Section of Pavia will meet the citizens, representatives of local politics and civil society associations in the main and most frequented square of the City to make known (structure, purpose, participation) the “Conference”; to discuss together and to understand the need — for a true democracy — for a reform of the institutional architecture of the European Union on the following foundations: overcome the veto power of individual Member States by extending majority voting to all areas of EU competence; establishing an EU fiscal capacity; strengthen central decision-making and broaden the legislative areas of the European Parliament. The organisation will take place with the presence of militants MFE and GFE within the gazebo MFE-GFE, as a point of reference, recall and visibility. The militants will approach people to give them information and awareness-raising leaflets, dialogue with them, and submit to them the following questionnaire: “Are you asking about Europe and OUR FUTURE” Also in the light of recent events (health crisis and Afghan crisis) do you think that the EU’s competences should be strengthened in some areas? /_/SI/_/NO 1. In your opinion, is it right that EU decisions on crucial issues/_/are taken by the Member States — unanimously -//is it necessary to overcome the right of veto and involve the body representing the citizens, the European Parliament? 2. In your opinion, it is right that the Member States finance the Union/_/the Union should be financed autonomously by giving the European Parliament the power of each national Parliament, i.e. the power to decide on resources 3. In the relationship between citizens and European powers, its greater representativeness could be ensured, e.g. by strengthening European political parties/_/or by the introduction of transnational electoral lists for the European Parliament 4. Over the last decade, governments in Central and Eastern Europe have questioned the legitimacy of the values of democracy and the rule of law. In your opinion, is the rule of law (independence of the judiciary, neutrality of procedures, equal law for all) a value that can be negotiated or not? /_/SI/_/NO 5. In your view, should the Conference show the willingness to move forward on the path of ever closer union, and some Member States were opposed, would it be desirable to move towards a differentiation of the EU between a central group of countries committed to achieving a political union and a wider group of countries participating exclusively in the single market? /_/YES/_/NO what Europe would you like? List three priorities

Conference on the Future of Europe: strengthening the economy, social justice and employment.
02 December 2021
17:00 - 19:00
The meeting is part of the debate and participation initiatives of the Conference on the Future of Europe (CoFoE) and will focus on reforming the Stability Pact and European economic governance, strengthening the economy, social justice and employment. A space of confrontation for the representatives of the productive and social forces of the territory. The meeting involves the main trade associations and trade unions in the territory, as first recipients in addition to militants and citizenship, with the dual aim of stimulating within these organisations the launch of initiatives for discussion on the themes of the Conference, both to create a space for discussion between the territories and the European institutions precisely on the basis of economic issues. In this respect, the debate on the revision of the Treaties on economic issues will be essential with a view to giving the EU tax power, which must have the capacity to directly raise resources and spend them in the general interest. In this respect, the European Parliament, in co-decision with the Council, must be given the power to directly impose European taxes on the citizens and businesses of the European Union. This reform will necessarily have to go hand in hand with a broader revision of the Treaties addressing the strengthening of the EU’s powers and the adaptation of decision-making mechanisms in those areas.
Strengthening European democracy for a political Europe, capable of acting, cohesive and supportive.A fundamental part of the construction of Europe.

Political parties, a concrete expression of democratic participation, are the privileged means of expressing the will of citizens to local, national and European institutions. Through their active involvement, the event — which is the continuation of the action of MFE and GFE Pavia for the wider participation of local political parties at the “Conference” — has as its focus: — Origins and aims of the Conference on the Future of Europe, importance of democratic consultation, modalities of participation on the virtual platform; — Discussion on the “ideas” proposed by the European Federalist Movement in the subject of “European democracy” of the CoFoE Digital Platform (creation of a European fiscal capacity, overcoming the right of veto in the Council, conferring direct powers on the European Parliament in tax matters and foreign policy); — The role of local parties as a means between citizens and the Italian Parliament and the European Parliament so that the ‘Conference’ starts the process of reform in order to realise the project of political union, capable of acting, cohesive and supportive.

It is time for a political evolution of the European Union on a federal basis
09 December 2021
21:00 - 23:00
Europe must be equipped from a political and institutional point of view and the federal model is the only one possible in a globalised world. At this moment we have the tool to achieve this important objective: the Conference on the Future of Europe. It will make it possible to draw up proposals to initiate the reforms necessary for the EU to assume a democratic political power with which to be able to meet the new challenges. Essential reforms, such as those in foreign and defence policy, can only start from a federal budget fuelled by its own resources and hence fiscal autonomy. The abolition of the right of veto and the granting of direct powers to the European Parliament is also essential. The Democratic Party of Lodi discusses it in the context of the Democratic Agora with Senator Alessandro Alfieri, MEP Irene Tinagli, and MFE members Giulia Rossolillo and Luisa Trumellini.

WHAT FUTURE FOR DEMOCRACY?
26 November 2021
17:00 - 19:00
Conference by Prof. Gianfranco Pasquino, organised by the Gramsci Institute and the Institute of Contemporary History of Ferrara, with the partnership of the European Federalist Movement, Ferrara section. He introduces and coordinates Davide Nanni of the Gramsci Institute in Ferrara. Is democracy still our destiny, as Norberto Bobbio argued, or is it slowly going out of fashion even in the West? Many thoughtful intellectuals denounce with the sad face that democracy is in crisis, it is a lost cause, it cannot be saved; yet around the world people of nationality, age, different gender have struggled for a democratic regime and continue to do so. Because democracy is the regime in which perhaps many are dissatisfied, but they can afford to be dissatisfied and to shout it with a more or less loud voice, alone or by organising themselves. Democracy has a noble past, which deserves to be known, and a future that is built with the interested and informed participation of all. We will analyse his state of health in Italy and around the world together with Prof. Gianfranco Pasquino, professor emeritus of Political Science at the University of Bologna, former Senator of the Republic from 1983 to 1996 and member of the Accademia dei Lincei. Among his most recent books on the subject are "Minima politica: six lessons on democracy“(2020) and”Unnecessary Freedom: ideological profile of Republican Italy" (2021). The initiative is face-to-face and online. The event can be seen, even in deferred form, on the YouTube channel of “Archibiblio Web TV”.

20 November 2021
10:00 - 13:00
The Democratic Agora "Conference on the Future of Europe: between institutional reforms and common resources" aims to develop reflections and discussions on the reform of the European Union. The aim is to stimulate debate and put forward proposals on two fundamental themes of European democracy: on the one hand, the decision-making mechanisms and the role of the European institutions (specifically, the Parliament and the Council), on the other hand, common resources and a European budget. Working TABLE| The following are briefly presented the issues that will be addressed in the two working tables that will be held in the first part of the Agora and for which the final proposals will be formulated. Links will be provided, together with the presentation of the tables, to participate remotely in each of them (from 10.00 to 12.00). a. How to make decision-making mechanisms more transparent, effective and close to citizens? How can Parliament’s role as co-legislator be strengthened? How to equip the European Parliament with the right of initiative? How and in what policies limit the power of veto (unanimity rule) of the Council? How to limit the role of the European Council? b. What common resources could the European Union have a real budget? Is it possible to make the tax innovations defined by the Next Generation EU programme permanent? What fiscal powers do the European Union have? The second part of the Agora (from 12:00 to 13:00) will discuss the reports and proposals that emerged from the working tables. To facilitate wider participation, the Agora will take place entirely in remote mode. To participate in the introduction to the event (10:00-10:10) and the second part you can use the zoom links provided by the organisers upon request.

Le Marche e l’Europa is a topic that was discussed in Senigallia on 13 October at 5 p.m. in the Council Chamber of the Municipal Residence with academics, EU officials and institutions. The meeting was promoted by the Italian Association for the Council of European Municipalities and Regions (AICCRE) in collaboration with the European Federalist Movement, the Municipality of Senigallia and with the patronage of the Legislative Assembly of Marche. The event was born in the aftermath of the renewal of the AICCRE Marche and national summits, but above all it was organised as part of the debate launched by the Community institutions on the future of Europe. In a world in the fight against the pandemic and looking for solutions to challenges such as climate change, the EU is committed to listening to the voice of Europeans in a democratic and open debate to define its priorities. The European Parliament, the European Commission and the European Council call on all EU citizens and, in particular, local and regional authorities to share ideas and projects on how Europe should evolve, what its priorities should be and how it should prepare in a post-Covid world. The EU institutions aim to consult as many people as possible, public and private bodies and associations, paying special attention to young people and territories. AICCRE Marche was ready and, for the occasion, entered the European debate with a high institutional profile, open to all those interested in promoting the development of European culture and the building of Europe’s institutional democracy and political unity. Program| Institutional greetings: — Dino Latini, President of the Legislative Assembly of Marche; — Massimo Olivetti, Mayor of Senigallia; — Massimo Seri, Mayor of Fano and President AICCRE.
