Civic participation in the planning and implementation of operational programmes in Bulgaria and Romania
EU cohesion policy provides a toolbox for local and regional growth whose planning, management and maintenance is in the hands of each Member State. However, the development of our region is not and must not be a political decision. It is a process in which we citizens can and must actively participate by identifying the current needs and problems to be adequately addressed. It is a prospectus for economic and social change in which the ideas and motivation of young people have the driving force. It is an ambitious solution in which members of the local community must be fully involved in discussion and adoption. RoBulUs is an initiative of the International Institute of Management Association, funded by the European Union, which helps to raise awareness of young people and their commitment to decision-making for local and regional development. The project offers a set of pilot interactive tools that provide access to information and knowledge about the EU Cohesion Policy, its priorities for 2021-2027 and its outreach to local and regional challenges. Moreover, these products explain the mechanisms for involving people in the planning and implementation of operational programmes, local development strategies and civic ideas. The RoBulUs mobile app not only provides knowledge. It provides a shortcut and an opportunity to use it in practice — by including in public discussions key strategic documents (integrated municipal development plans, operational programmes, funding procedures) and by developing project initiatives. Last but not least, it introduces a channel for direct communication with public institutions and local authorities responsible for designing the policy agenda and planning growth.
