The European Federalist Movement (MFE) and Youth Federalista Europe (GFE) Section of Pavia meets the leaders and local executives of Italy Viva, + Europe, Volt and Action. Political parties, a concrete expression of democratic participation, are the privileged means of expressing the will of citizens to local, national and European institutions. Through their active involvement, the event — which is the continuation of the action of MFE and GFE Pavia for the wider participation of local political parties at the “Conference” — has as its focus: — Origins and aims of the Conference on the Future of Europe, importance of democratic consultation, modalities of participation on the virtual platform; — Discussion on the “ideas” proposed by the European Federalist Movement in the subject of “European democracy” of the CoFoE Digital Platform (creation of a European fiscal capacity, overcoming the right of veto in the Council, conferring direct powers on the European Parliament in tax matters and foreign policy); — The role of local parties as a means between citizens and the Italian Parliament and the European Parliament so that the ‘Conference’ starts the process of reform in order to realise the project of political union, capable of acting, cohesive and supportive.

Title OF THE EVENT| The Conference on the Future of Europe. Strengthening European democracy for a political Europe, capable of acting, cohesive and supportive — A fundamental part of the construction of Europe. Context, FINALITY, Object AND STRUCTURE/METODOLOGY OF THE EVENT| The event was promoted by the European Federalist Movement (MFE) and Youth Federalista Europe (GFE) Section of Pavia and addressed to the following political groups in the territory: Italy Lives, + Europe, Volts and Action in order to raise awareness of the “Conference on the Future of Europe” and promote their active participation within the virtual platform. The initiative is part of the action that MFE and GFE Pavia are carrying out to meet parties, movements and associations of civil representation to “network” and to encourage the wider involvement of the local community and citizens, through their representative organisations, to express themselves on the topics included in the platform with particular reference to “European Democracy”. The link with the parties is a privileged reference channel since they are a concrete expression of democratic participation and are the means of expressing the will of the citizens to local, national and European institutions. Topics covered by the communications and illustrations (with the support of audiovisual) carried out by two militants of the MFE Pavia: Origins (from the Sorbonne speech by President Emmanuel Macron to the Joint Declaration of the three EU institutions 9 May 2021) and the purpose of the Conference on the Future of Europe; importance of democratic consultation; the “arguments” which are the subject of the consultation, with particular reference to the “ideas” indicated by the MFE in the context of “European Democracy”: the need for a reform of the current Treaties allowing for a new institutional architecture of the Union by creating European sovereignty in those areas where national policies are no longer effective; making the European government functional and effective in order to implement the policies that Europeans must conduct in a united way in order to protect their values and interests; ensuring fiscal autonomy and fiscal capacity for the Union. He then followed a discussion, with the interventions from the public present, on the “ideas” proposed by the European Federalist Movement, in particular, on the resistance to delegate sovereignty to the Union in those areas where national policies can no longer be effective within the new scenarios resulting from globalisation and new geopolitical balances. The Union, from an institutional point of view, is seen by a large part of the citizens as a superstructure which is not yet well defined in terms of political and direct representation. A fundamental consideration that led those present to share the need for a reform of the Union that would hinge on the attribution of legislative power in supranational areas (e.g. defence and security, health, migration, etc.) in the European Parliament, the abolition of veto power by individual states within the Council and fiscal capacity. The event ended with the undisclosed willingness of the parties present to take action on the platform and in the various political forums so that the “Conference” starts the work of reforms to realise the project of political union, capable of acting, cohesive and supportive.
