COVID-19 pandemic and civil liberties in Europe
In France and the rest of the EU, the response to the Covid-19 pandemic was marked by an unprecedented wave of restrictions on freedom of movement and assembly within States (e.g.: containment in March 2020, the introduction of a generalised curfew on 16 October 2020, as well as a ban on entry and exit to a country outside the EU and a negative PCR test from 27 since 30 January, the ban on traffic between Länder in Germany). These restrictions are accompanied by initiatives to trace citizens through the creation of government applications. While the need to control the circulation of the virus is undeniable, the development of these applications raises questions about the control of the private data collected by this software. Within Europe, citizens’ freedom of movement has been largely restricted in the Schengen area, even though this freedom is at the heart of European integration. In addition, the wearing of masks has been applied in a very heterogeneous manner. In this context, the Covid-19 pandemic asks about the level of European coordination, but also about the attacks on fundamental freedoms, which are the foundations of European democracy, which it has generated. How can Europe respond to this challenge to which young people are particularly sensitive.
