The MFE Ferrara collaborates, together with the C.D.S. Culture OdV, in the realisation of the public initiative that will take place in the framework of the Conference on the Future of Europe. This event intends to discuss publicly the Final Report prepared at the end of the research project conducted by C.D.S. CULTURA OdV. This project was carried out on behalf of the Department of Economics and Management of the University of Ferrara, as part of the Department’s research activities on public policies and their repercussions on the local territory. The aim of this research project was to highlight the importance of European cohesion policies aimed at closing the gaps between the different territories of the Union and the need for a reform of their management at regional level, so that these policies can better meet the needs of citizens in terms of quality of life. On behalf of C.D.S. Culture OdV will intervene:- Dr. Paolo Pasetti and Prof. Aurelio Bruzzo, former professor of Economic Policy at the University of Ferrara;- Prof. Guglielmo Bernabei, contract professor of Public Law Institutions at the University of Ferrara, as well as a member of C.D.S. Cultura OdV and the European Federalist Movement.After the speakers’ speeches, Cinzia Bracci, President of C.D.S. Cultura OdV, will conduct a round table with: — Brunette Barberis, Secretary General CISL Ferrara; — Chiara Bertelli, Territorial Coordinator of Legacoop Estense; — Chiara Franceschini, Coordinator of SIPRO; — Andrea Zamboni, Mayor of Riva del Po and spokesperson for the Mayors of the Internal Area. Access to the room is limited to the available seats, with prior registration and mandatory green pass. Event report
Context, FINALITY, SUBJECT AND STUCTURE/METODOLOGY OF THE EVENT | The event illustrated and discussed the research coordinated by Prof. Aurelio Bruzzo and carried out by Cds Cultura OdV with the co-financing of the DEM — Department of Economics and Management of the University of Ferrara. The presentation initiative that was organised in collaboration with the Ferrara section of the European Federalist Movement, was presented and conducted by Cinzia Bracci, CDS President; the illustration of the research was entrusted to Paolo Pasetti, Statistico and researcher on behalf of the CDS, followed by the intervention of Prof. Aurelio Bruzzo of the DEM who addressed the theme of the Treaty on the Functioning of the EU in the light of the approach recently attributed to Cohesion Policies. Some of the representatives present at the table of the Provincial Council for Economics and Labour — Focus Ferrara were then intervened on the topics discussed, namely: Bruna Barberis, General Secretary CISL Ferrara; Chiara Bertelli Territorial Coordinator of Legacoop Estense; Chiara Franceschini coordinator SIPRO and Andrea Zamboni Mayor of Riva del Po and spokesperson for the Mayors of the Internal Area of the Basso Ferrarese. The conclusions of the initiative were entrusted to Guglielmo Bernabei, lecturer of public law institutions at UNIFE and member of both CDS and MFE. Number AND TYPE OF PRESENT PARTICIPANTS | The event took place both in the hall of Factory Grisù in Ferrara, with about forty participants, and online on the Facebook page of the association CDS Cultura OdV where 128 views are recorded and where the full video of the event is still visible, at the link: https://www.facebook.com/cdscultura/videos/840998989941365/. It should be noted that the majority of the speakers who spoke were female. Main MATERIES OF DISCUSSION DURANT THE LABORATORI/SEMINARI/ASSEMBLEE | The results of the collection and processing of data relating to the various projects co-financed by the European Union under the 2014-2020 cohesion policy in the province of Ferrara were presented, in a comparison at regional level. Overall, i.e. also considering the other public administrations (State and Region), the public funds available (about EUR 400 million) lead to a higher amount per capita than the average regional (and second only to that of Bologna), as the province of Ferrara has the least advanced situation between the provinces of the Emilia-Romagna Region, both in socio-demographic and economic-productive terms. The research has also analysed in depth the recent local socio-economic situation, also in the light of the COVID-19 pandemic, and illustrated the projects carried out and/or ongoing under cohesion policy 2014-2020, both from the point of view of the type of interventions and their territorial location (even on a municipal scale). Main SUGGERED IDEAS FROM THE PARTICIPANTS DURING THE EVENT, DISCORS AND ARGOMENTS SHARE OR DETAILS THAT HAVE DOWN TO TALI IDEE | The initiative is at a particularly important moment for the province of Ferrara with the desired conclusion of the pandemic and the consequent recovery characterised by massive public intervention thanks to the funds made available by the P.N.R.R., the EU cohesion policy for the 2021-2027 programming period, as well as all the other specific economic policy measures at national level, themes at the heart of the confrontation that is being carried out by the Provincial Council of Ferrara. In order for the expected recovery not to be unprepared, however, the local productive forces need projects of socio-economic development that can be readily realised with which to meet the old and new needs of the provincial territory, starting from local unemployment and less developed areas of the province. The GENERAL ATMOSFERA AND THE FOLLOW-UP ATTESO | The initiative took place with great interest from the participating public, to the point of suggesting to the rapporteurs the continuation of the topics discussed, both by collecting the acts of the various interventions, and evaluating a subsequent continuation of the research with the associated organisation of new initiatives. Starting from the intervention already planned by Dr. Paolo Pasetti at the presentation of the Annual Socio-Economic Ferrarese 2021 scheduled for 8 October 2021, also in Ferrara at Factory Grisù. The PROPOSTS THAT THE PARTICIPANTS HAVE ACCEPTED TO PRESENT | Among the many issues addressed, the need for a reform of the founding Treaties of the European Union was underlined, in order to improve its federal governance and to provide it with a real tax budget. In particular, Prof. Aurelio Bruzzo made a proposal for a supplementary reform of Article 174 of Title XVIII of the Treaty on the Functioning of the European Union. The aim is to adapt the objectives currently foreseen for cohesion policy (and dating back to 2009) to the EU’s commitments in the meantime to combat climate change and to the programmes already launched by the European Commission. These include: the European Green New Deal, the Next Generation EU and ultimately the Just Transition Mechanism, in order to make Europe the first climate-neutral continent by 2050. In addition, the long-standing issue of the reform of state-owned maritime concessions for tourist and recreational use has been addressed in order to overcome definitively the issue of the “Services Directive” (2006/123/EC, known as “Bolkestein”). With regard to the renewal of the concession, proposals have been made to amend the current regulatory framework, starting with the identification of criteria of preference to the outgoing concessionaire. The renewal request, as it already happens in other types of concession, such as those in port matter, should be accompanied by an investment plan; as in project financing, aimed at ensuring business continuity and, in any case, providing for a form of refreshment to the outgoing concessionaire for investments made and commercial start-ups. The new criteria could include not only adequate project financing and the related enhancement of tourism services, but also the adequacy of the business activity plan with the social or environmental territorial needs, for example, linked to the reclamation or upgrading of a degraded stretch of coast. This would make it the concessionary instrument for recreational tourism purposes closer to the so-called concessions for the valorisation of public goods, according to the model of “project concession”; without prejudice to the rules on forfeiture or revocation which the granting public authority may exercise if the contractual agreements are not complied with.Related Ideas
