Le Marche e l’Europa is a topic that was discussed in Senigallia on 13 October at 5 p.m. in the Council Chamber of the Municipal Residence with academics, EU officials and institutions. The meeting was promoted by the Italian Association for the Council of European Municipalities and Regions (AICCRE) in collaboration with the European Federalist Movement, the Municipality of Senigallia and with the patronage of the Legislative Assembly of Marche. The event was born in the aftermath of the renewal of the AICCRE Marche and national summits, but above all it was organised as part of the debate launched by the Community institutions on the future of Europe. In a world in the fight against the pandemic and looking for solutions to challenges such as climate change, the EU is committed to listening to the voice of Europeans in a democratic and open debate to define its priorities. The European Parliament, the European Commission and the European Council call on all EU citizens and, in particular, local and regional authorities to share ideas and projects on how Europe should evolve, what its priorities should be and how it should prepare in a post-Covid world. The EU institutions aim to consult as many people as possible, public and private bodies and associations, paying special attention to young people and territories. AICCRE Marche was ready and, for the occasion, entered the European debate with a high institutional profile, open to all those interested in promoting the development of European culture and the building of Europe’s institutional democracy and political unity. Context, FINALITY, SUBJECT AND STUCTURE/METODOLOGY OF THE EVENT| The meeting took place on Wednesday, October 13, 2021 at the Giuseppe Orciari Council Hall of the Municipality of Senigallia, in hybrid form, with the dual mode of presence and live online on the site of the Municipality of Senigallia. The meeting was promoted by the European Federalist Movement, the AICCRE Marche Association, the Municipality of Senigallia and the Regional Council of the Marche Region. During the work, the stages of the European path of the Italian legal system were summarised and then focused on the tools put in place by the European institutions to respond to the pandemic crisis and on the opportunity created with the Conference on the Future of Europe to implement the necessary and useful reforms to reform the European Union. Main IDEAS SUBJECT TO THE PARTICIPANTS DURING THE EVENT, DISCORS AND ARGOMENTS SHARE or debated THAT IDEAS| Work more also for the involvement of local authorities and individual citizens in the debate on the Conference, sharing ideas with institutions closest to citizens, which also need support and capacity for political action at European level. We need solidarity, development plans and investment, and a common vision at European level. To date, there is no transfer of certain political powers to a higher level of government independent of the States themselves. It is impossible to remain within the mechanisms provided for in the existing Treaties, they must be reformed. The GENERAL ATMOSFERA AND THE FOLLOW-UP ATTESO| The initiative was followed very carefully also because it was the first initiative on the Conference held by AICCRE Marche with the involvement of local authorities. Summary Writing| Massimo Seri, mayor of Fano and president of Aiccre Marche, who opened the work of the conference, stressed how the meeting in Senigallia is an opportunity to discuss Europe and to seize the great opportunity of the Conference on the Future of Europe, precisely to start a phase of renewal and relaunch of the European institutions, but also to become aware of the need to have a cohesive, united and strong Europe. Everyone must be involved in this relaunch, we must be part of it as citizens, as institutions and as territories. Massimo Bello, on the other hand, focused on a number of points useful to think about the future of Europe, starting with the amendment of the founding Treaties to reach categories such as the rule of law, fundamental freedoms in the case-law of the European Court of Human Rights and the European Parliament’s right of initiative, providing for a serious and timely reform of the European architecture. Immediately afterwards, Professor Giovanni Di Cosimo, ordinary of constitutional law at the University of Macerata, spoke about the European path of Italian law within the jurisprudence of the constitutional courts of the member countries and the ECHR. It was then the turn of Dr. Paolo Meucci, executive official of the European Parliament’s Constitutional Affairs Committee, who focused on the current governance of the European Union and the tools put in place by the European institutions to respond to the pandemic crisis. Marco Celli and Marco Zecchinelli, finally, after recalling the timeliness of the Ventotene Manifesto, presented proposals for necessary and useful reforms for a new sovereign, federal and democratic Union. European taxation, the role of the European Parliament and reform of its powers, changing the decision-making system, creating a true community of destiny. The PROPOSES THAT THE PARTICIPANTS HAVE ACCEPTED TO PRESENT| It has been shown appreciation for the proposals of the European Federalist Movement, in particular to reform the Treaties to give more power and powers to the European Parliament, together with the abolition of the right of veto in the hands of the States, taking advantage of the Conference on the Future of Europe. There is a need to make permanent progress in the pandemic crisis, especially on own resources, and to have a united Europe that also guarantees respect for the rule of law in the Member States.Related Ideas
