Follow-up
The Conference ended on 9 May with the presentation of the final report to the Presidents of the European Parliament, the Council and the European Commission. It is now up to the European institutions to follow up on the 49 proposals consisting of 325 concrete measures that citizens have formulated to shape the Europe they wish.
The institutions have collectively committed to do so in full transparency, each within their own sphere of competence and in accordance with the Treaties.
You will find here how the European Parliament, the Council and the European Commission are following-up on proposals.
To keep citizens informed, a conference feedback-up event is planned in autumn 2022. This event would be the moment for communicating and explaining how the three EU institutions are following up and taking stock of progress at that stage of the process.
The European Parliament adopted a Resolution on 9 June proposing amendments to the Treaties under the ordinary revision procedure. Among their first set of proposals, MEPs are putting forward revisions to the Union's fundamental documents that would abolish the Member States' veto powers in most areas, and changes for more European integration in health, energy, defence, and social and economic policies. In the coming months, MEPs will continuously take into account the Conference's proposals as the EU's co-legislators, in those areas where the existing institutional framework does not need to be changed, in order to deliver on citizens' expectations. In parallel, another resolution (expected to be voted before the end of the year) will lay out a comprehensive set of proposals for the revision of the Treaties in all relevant areas.

The Council is fully committed to respond to citizens’ concerns expressed in the Conference. To this aim, the Council has started the discussions on the basis of a comprehensive preliminary technical assessment of the proposals and related measures contained in the final report of the Conference, prepared by the Council General Secretariat. The follow up of the Conference will be regularly discussed by the Council and its preparatory bodies. At the European Council meeting on 23-24 June, leaders stated that the EU institutions should ensure that there is an effective follow-up to the final report. The General Affairs Council will revert to this at its upcoming meetings.

The European Commission has published on 17 June a Communication offering a global framework and a detailed assessment of what is needed to follow up on the Conference’s proposals, giving an overview of the current deliveries, the planned actions and next steps, setting out how best to learn from the Conference and embed citizens’ participation into the European Union’s policy making. The first set of new proposals will be announced in President von der Leyen’s State of the Union address in September 2022. These proposals will be amongst those to be included in the 2023 Commission work programme and beyond.
